As stated in the competition brief, the Dubovica settlement, located on the slopes of Dubovica Hill on the outskirts of the city, is facing unplanned construction.

"Recently, there has been intensive unplanned construction, an increase in the size, number of housing units and number of floors of buildings throughout the entire territory of the Dubovica settlement. The quality of the built stock is good, but due to the increase in population density, parking problems have arisen, especially in the summer period. Green areas have been reduced to a minimum, and in some parts there is also a problem with access to buildings. Intensive construction was not accompanied by appropriate infrastructure development, so housing standards were significantly impaired during the tourist season," states the document, which "Vijesti" had access to.

According to urban planning and technical conditions, the multi-storey public garage will have a total gross construction area of ​​6.575 square meters with 251 garage spaces. Its number of floors will be an underground level, ground floor and five floors, or a basement, ground floor, four floors and an attic.

"High functionality and efficiency of the building's exterior and interior design are required. The building should be concrete in order to obtain the most rational communications with an emphasis on good use of space. The architecture, shape, dimensions, elements, color and materials should be brought into connection with the characteristics of local architecture transformed in a modern way," the competition states.

As "Vijesti" recently reported, Jovanović is also ready to build underground garages in the very heart of Budva, near the Old Town, near the "Avala" hotel, but also in the core of Petrovac, on plots owned by the "Budvanska rivijera" hotel group. In official letters he sent, which were published by "Vijesti", he presented this idea to the management of the largest Montenegrin hotel company, proposing that the Municipality purchase the attractive land.

Jovanović's eye was caught by a 1.487-square-meter plot next to the Avala hotel, 50 meters from the Old Town, which is currently the only green space in the very center of Budva.

After the privatization of “Avala”, the plot, which was urbanized and on which a multi-storey building was planned, remained in the ownership of HG “Budvanska rivijera” and is located in the hinterland of the parking lot in front of the “Mogren” hotel, owned by the Municipality of Budva. “In the first year, at the Rozino location, we will submit an application for the construction of a new multi-storey garage with a total of 575 parking spaces. In the second year of the mandate, we will submit an application for the construction of a new multi-storey garage with 360 parking spaces.
