The Union of Municipalities of Montenegro has formed the Personnel Commission as a special body that will monitor and propose candidates for appointments to state committees and other bodies of importance to local governments.

The goal, they said, is for election processes to take place in a manner that ensures transparency, professionalism, equality, and non-discrimination.

The President of the Municipality of Tivat, Željko Komnenović, was unanimously elected as the President of the Commission, and Mihailo Asanović, the President of the Municipality of Zeta, was elected as the Vice President.

"By establishing the Personnel Commission, the Union of Municipalities is further strengthening the institutional mechanisms that ensure responsible, lawful and public action in nominating candidates. The Commission will consider proposals from local self-government units and, based on clear criteria of expertise and integrity, propose candidates for members of the board of directors, councils and other important working bodies," the statement reads.

The Commission consists of seven members appointed by the Board of Directors of the Union of Municipalities. "Its work is regulated by the Rules of Procedure, which clearly define decision-making procedures, record-keeping, and the manner of holding sessions - including electronic and telephone ones, which ensures the efficiency and accessibility of the process," they explained.

In this way, as they said, the Union of Municipalities confirms its commitment to the principles of good governance, equal representation and transparency of work, as well as the inclusion of various social and professional groups in decision-making processes.

"The goal is to fully ensure the trust of citizens and local governments in the appointment processes, as well as to ensure that they reflect the values of fairness, professionalism and responsible public policy," the statement reads.
