The Municipality of Tivat has announced a tender for the preparation of a Feasibility Study for the introduction of a waste collection and transportation system via semi-underground containers on the territory of that municipality.

The public procurement is estimated to cost 7.260 euros including VAT, and the selected bidder will have 60 days from the date of signing the contract to develop and deliver the Study.

The Secretariat for Transport and Housing and Communal Services reminded that local governments have the obligation to manage and organize waste collection on their territory. Municipalities are responsible for organizing the entire process of waste collection and disposal, which is carried out through utility companies, whose founders are local governments.

"Most local governments have machinery and vehicles for waste collection. However, there is a lack of appropriate equipment, as different types of vehicles are used for collection. Also, local government units do not have information systems that would enable them to monitor waste collection and disposal and to optimize employees in their companies for municipal waste collection. The Law on Waste Management defines that paper, metal, plastic, glass and biowaste must be collected and recycled separately. Despite the provisions of the Law, the current situation is not satisfactory. This is mainly due to the lack of information, education and training, as well as bad habits, lack of punitive policies, but also poor infrastructure, and above all, financing. Based on all of the above, it is necessary to prepare a program for the modernization of waste collection and transportation in the territory of the municipality of Tivat, with a planned layout of locations for all types of containers and other supporting equipment, as well as optimization of waste transport routes and the optimal number of equipment, facilities and personnel for waste management, in accordance with the Law on Waste Management, and in particular to examine the justification for introducing a waste collection system using semi-underground containers," explained the Secretariat.

The Municipality of Tivat disposes of municipal waste at the regional landfill Možura in Bar. The annual volume of shipment is around 12.000 tons of mixed municipal waste, which, as they point out, creates significant logistical challenges and costs. According to the Secretariat, the existing waste management method in Tivat is inefficient due to multiple waste handling, high transport costs and high emissions of harmful gases, insufficient capacity of existing containers, unnecessary occupation of surfaces, and finally due to the untidiness of locations due to careless waste disposal.

"Optimization is needed to reduce the number of operations, transportation costs, carbon dioxide emissions, as well as the burden on traffic infrastructure," the Secretariat, led by the Secretary, emphasizes. Mirela Jarić.

Therefore, they are starting to prepare a Feasibility Study for the introduction of a waste collection and transport system, which includes a zonal concept, and among other things, should provide answers regarding the infrastructure, technical capacities and organization of this work, as well as analyze the current situation and make a proposal for the coming period regarding the networks of containers for the disposal of solid municipal waste, the type, type and capacity of municipal vehicles for the collection and transport of municipal waste, and the staff structure and organization of work.

The study will review existing waste collection systems and the experiences of other cities in the area, determine the starting points and principles for establishing a new system in Tivat, and select the types, capacity and type of waste disposal containers, as well as other facilities (recycling yards, transfer stations, etc.).

"The authors of the study are expected to provide answers related to the network and placement of containers for the disposal of recyclables and mixed municipal waste; the dynamics of municipal waste collection and transportation; defining routes; locations, types, capacity and number of waste collection containers; defining capacities and waste flows in accordance with the planned annual volume of waste collection in accordance with morphology, and more. The project documentation prepared by the designers should contain: a waste collection and transportation program on the territory of the municipality of Tivat and an investment plan with a cost-benefit analysis of the profitability of the investment - in digital form (2 CDs) and analog form (2 printed versions), situational views and other drawings," the Secretariat explained.

They state that the development and implementation of a feasibility study for introducing a waste collection system via semi-underground containers will "significantly improve the efficiency of the waste collection system, environmental protection, and improve the economic aspects of waste management."

"The goals we want to achieve with this are: to organize waste collection to prevent its uncontrolled disposal and the creation of illegal landfills; to introduce a program that will increase the percentage of recycling; to plan waste collection to enable the optimization of collection routes, reduce costs and better use of resources, as well as increase the financial profit of the utility company; to adopt habits of proper waste management, which encourages environmentally friendly behavior of citizens and sustainable development, and to define routes, locations, types and number of containers for waste collection," concluded the Secretariat for Transport and Housing and Communal Services.

The utility has already purchased some of the new equipment.

The Tivat municipal company has already started preparations for the gradual introduction of a new mixed waste collection system in the city. With the support of the Municipality and the Eco-Fund of Montenegro, 16 new, larger semi-underground containers have already been purchased, which will soon be installed at several locations in the city center. These are containers with a capacity of five cubicles each, which have a concrete insert, are waterproof, and are buried about 1,5 meters into the ground, leaving a 0,5-meter section with a lid on which a special cloth bag with a special plastic trough at the bottom is hung, which prevents liquid leakage.

The containers are intended for the disposal of the so-called wet fraction of municipal waste, and a little over 160.000 euros have been invested in their purchase so far. After a tender, the municipal service concluded a contract with the company "Atrikod" from Kruševac as the most favorable bidder for the purchase of a new special vehicle for emptying semi-underground containers, with a total value of 349.569 euros including VAT. "Atrikod" will soon deliver a new garbage truck with a capacity of 16 cubic meters with a hydraulic crane "Fassi", on the chassis of a truck "Mercedes Arocs 2535".
