Podgorica Landfill has illegally announced a tender without a building permit and is trying to build a fifth sanitary bath by force. If the law is ignored and attempts are made to build and expand the Landfill without the consent of the Municipality, the Municipality of Tuzi will initiate all legal procedures, including filing criminal charges against the responsible persons, announced the President of the Municipality of Tuzi, Lindon Đeljaj.
"Regarding the current events and statements by the management of the "Livade" Landfill, I am obliged to react clearly and decisively on behalf of the Municipality of Tuzi and all our citizens. The "Livade" Landfill is located on the territory of our municipality and any action that endangers the residents of Tuzi, their health and the environment represents a direct attack on our community. The devastation of the space outside the walls of the landfill is absolutely unacceptable and requires an immediate response. I also had a verbal promise from the director of the Landfill that this practice would be stopped, but it is clear that the promises have not been implemented. The Municipality of Tuzi will no longer tolerate deception and ignoring the interests of our citizens," reads the statement that Đeljaj submitted to the media.
He said that he wanted to make it clear that any construction of new toilets without the consent of the Tuzi Municipality is a criminal offense.
"This is a conscious violation of the law and the competences of local self-government, and someone must be held accountable for it. No one will and cannot bypass the Municipality of Tuzi in deciding on issues that directly threaten our territory and our citizens. The citizens' protest is more than justified, because they are not only defending their yards and their homes, but are also fighting for a healthy environment, for clean air and safety from ecological disasters. Their fight is the fight of all of us, and their dissatisfaction is understandable and justified.

The landfill director, Aleksandar Božović, instead of being prosecuted and held accountable before state authorities for the crime of illegal construction, allows himself to publicly deceive citizens, spreading untruths. He even tried to mislead protesting citizens, claiming that he has a permit from the Municipality of Tuzi, which is completely false and unacceptable. All the chaos and problems surrounding the landfill stem from the illegal actions of Božović himself, who issued a tender without a building permit and is trying to build a sanitary septic tank by force, beyond the law. What he presents to the public as a 'state project' and an 'ecological investment' is essentially a classic criminal act," claims Đeljaj.
The mayor of Tuzi wonders why state authorities are not reacting.
"Why do they allow a director of a public company to build without a permit with impunity? Does this mean that the laws do not apply to institutions when they act illegally in territories where minorities live? Aleksandar Božović is a symbol of anti-state and anti-European behavior - he not only does not respect the law, but also publicly abuses state resources and tries to present a criminal act to citizens as a 'state interest'. We remind you: the urban plan for the landfill was repealed, based on the law and a decision published in the Official Gazette. Therefore, any of his actions are illegal," says Đeljaj.
He said that the director of the landfill and the management of this company must not wait for citizens to stop the lawlessness with their protests, but are obliged to immediately stop all illegal activities.
"If the law is ignored and attempts are made to build and expand the landfill without the consent of the Municipality, the Municipality of Tuzi will initiate all legal procedures, including filing criminal charges against those responsible. If the devastation of the area is not stopped urgently, we will be forced to demand the involvement of state and international institutions, because the health of our citizens and the protection of our territory are priceless. If anyone thinks that they will turn Tuzi into a yard for other people's garbage, contrary to the law and the will of the citizens, they should know that they will encounter a decisive, clear and persistent response from the Municipality of Tuzi and its citizens. We will defend our municipality by all democratic and legal means, without compromise. Tuzi is a municipality with a dignified life, not a victim of other people's irresponsibility," concluded Đeljaj.
