The president and some members of the Radio Television of Montenegro Council were found guilty of abuse of office.
They were given a suspended sentence - seven months in prison if they repeat the crime within two years.
The first-instance verdict was pronounced by Basic Court Judge Dragana Lubarda.
They abused their official position when they elected Boris Raonic to the position of director of the public service, knowing that he did not meet the legal requirements for the position.
The indictment was filed against the president of the Council, Veselin Drljević, and members Filip Lazović, Naod Zorić, Amina Murić, and Predrag Miranović.
However, during the prosecution's closing arguments, the proceedings against Predrag Miranović were suspended.
Defense attorney Vladan Bojić said he would appeal the first-instance verdict to the Higher Court.
