President of the Municipality of Tivat Željko Komnenović adopted a new Decision on the organization and manner of work of local government, which entered into force on September 5, the day of its publication in the “Official Gazette of Montenegro”.
"This decision was made with the aim of increasing the efficiency of local government work and harmonizing it with the current legislative framework and practice, especially with the amended provisions of the Law on Local Self-Government," the Tivat Municipality announced.
The previous Secretariat for Inspection and Communal Supervision was separated into two separate bodies: the Secretariat for Inspection Affairs and the Communal Police Service.
"The Secretariat for Inspection Affairs now also takes over the responsibilities of inspection supervision over the implementation of the Law on Construction of Structures, which is carried out by the construction inspector, in accordance with the aforementioned law and regulations governing inspection supervision. In this way, a construction inspection has been introduced at the local government level, an organizational part of the aforementioned Secretariat, which enables more efficient supervision in the field of construction. A special Communal Police Service has been formed to perform tasks within the competence of the communal police, in accordance with the new Law on Local Self-Government and the Law on Communal Police. The goal of this reform is to increase the efficiency and professionalization of procedures in the field of communal supervision," Komnenović's office said.
The existing Investor Relations Department has grown into the Secretariat for European Integration and Strategic Investor Relations, as a result of an initiative by the Ministry of European Affairs, with the aim of strengthening the capacities of local governments for active participation in the European integration process.
"At the end of 2023, the Ministry signed a Memorandum of Cooperation with all Montenegrin municipalities, including the Municipality of Tivat, which defined future cooperation on joint initiatives and projects in the field of European integration. The Municipality of Tivat responded to this initiative by forming a special Secretariat, which represents the institutional basis for work on European projects and for cooperation with strategic investors," the local administration explained.
The Secretariat for Spatial Planning was renamed the Secretariat for Spatial Planning and Planning by a new Decision, in accordance with the new applicable laws: the Law on Construction of Buildings, the Law on Spatial Planning and the Law on Legalization of Illegal Buildings. This Secretariat, in addition to its previous responsibilities, also took over the tasks of calculating the fee for the communal equipment of construction land, both for legal and illegal buildings, which was previously under the responsibility of the Directorate for Investments.
"This body now has the authority to conduct administrative procedures for issuing construction permits. It is in the future that the Agency for Construction and Development of Herceg Novi will take over spatial planning tasks, unified for all three Boka municipalities of Tivat, Kotor and Herceg Novi. The Property Directorate has been renamed the Property and Legal Representation Directorate," said the local administration, which after this reorganization now has eight secretariats, two directorates, three special services and three professional services.
