After a long period of stagnation, the competent state authorities have finally undertaken activities to complete the administrative procedures for registering land rights in Mrčevo Polje.
This is stated in a notice from the NGO "Jaz-Mrčevo polje" sent to its members, land owners and, as they stated, the citizens of Grbalj, Boka and Montenegro.
The turning point, they claim, came with the arrival of Marko Bulatović as director of the Real Estate Administration of Montenegro.
"Knowledge of the issues from an earlier period, when Bulatović was the Head of the Cadastre in Budva, and his determination to take concrete measures resulted in significant changes in the actions of the competent authorities, especially the Budva and Kotor cadastres.
"One of the concrete results is the decision to delete the companies Montepranzo Bokaprodukt Tivat and Bokakomerc Radanovići from the cadastral register, after a ten-year delay in the procedure. The request to delete the companies was submitted back in 2015, based on final court decisions of the Higher Court in Podgorica and the Supreme Court. The long-standing failure to implement court decisions has now ended thanks to the engagement of the new director of the Real Estate Administration, the head of the Cadastre and the legal sector in Budva," the NGO "Jaz - Mrčevo polje" points out.
In addition, they state, a significant number of owners whose final decisions had previously stagnated have been registered. For the remaining twenty cases, proceedings have been restarted, which represents great progress in resolving a decade-old problem.
"Regarding the land under the jurisdiction of the Kotor Cadastre, an agreement was reached on the registration at a meeting at the Real Estate Administration, in the presence of the Protector of Property and Legal Interests of Montenegro. The strategy stipulates that state-owned land will be recorded as a whole, while private owners will receive ownership registrations in accordance with the studies submitted to the Cadastre. The NGO Jaz-Mrčevo polje also monitored the process of the planned construction of the boulevard from the bridge in Lastva Grbaljska to the turnoff for Jaz beach, part of which belongs to Mrčevo polje. During the meetings with the Real Estate Administration and the Traffic Administration, it was agreed that the expropriation would be carried out based on the subdivision of cadastral plots, so that the owners could exercise their rights in the land seizure procedure."
