A new report has been filed with the Construction Inspection of the Ministry of Spatial Planning, Urbanism and State Property due to construction work on a plot located next to the fence of the public institution for the accommodation of children and young people with behavioral problems "Ljubović", it was unofficially announced to "Vijesti".
Last week, an inspection of the department headed by Slaven Radunović temporarily closed the construction site of the investor “Safe Harbor” from Nikšić, because the works caused the concrete wall - fence and ground on the courtyard side of the “Ljubović” Center to crack. The inspection then ordered the investor to repair the damage.
Meanwhile, on another plot, which, like the plot on which "Safe Harbor" is being built, is located right next to the "Ljubović" fence, work has begun, which, as "Vijesti" was unofficially told, has caused the institution's hedge to bend.
Upon inspection on site and according to data from the cadastral records, the plots in question are 3820/1 and 3820/4, for which approval for the conceptual design was given in February 2025 to the company "Euromont gradnja" from Podgorica.
Consent, signed by the Acting Director General of the Chief State Architect Mirjana Đurišić, “Euromont” was given the right to build a residential and commercial building on urban plots UP41, UP43, UP44 and UP45, which also include cadastral plots 3820/1 and 3820/4, which are located next to the “Ljubović” fence. Excavations are visible on these plots.
The plots are located within the framework of the Detailed Urban Plan "Zabjelo - Ljubović".
As envisaged in the conceptual design, the planned building consists of three lamellas, with a total of 135 residential units planned. It was also stated that the building is properly distanced from the borders of neighboring urban plots, "in accordance with the guidelines from the planning document, which relate to the construction line".
It also states that "since the location in question borders plots of land that are intended for residential use, type S2 and type S5, the position of the construction line towards these plots is at a distance of two and four meters."
With the construction of this and the residential building started by an investor from Nikšić, the “Ljubović” Center will be surrounded by high-rise buildings on two sides. On the other two sides there is a street, one that separates the “Ljubović” building from the “Čepurci” cemetery and leads to the Ljubović hill, and the other where the access road to the courtyard and buildings of the institution is located.
Due to the construction in the immediate vicinity of "Ljubović", the Ministry of Social Welfare, Family Care and Demography previously said that the fact that "Ljubović" is located in the direct vicinity of the construction site "may result in the exposure of users and employees to noise and dust."
As they told "Vijesti" at the time, the department "shares the concern that such conditions may have an impact on the general dynamics of the work of the institution itself."
At the location where the "Ljubović" Center is located, by decision of the then Government Dritan Abazović, a shelter for child victims of human trafficking was also located, which was announced to the public by Abazović himself at the time. Although the choice of location - because victims and perpetrators can be found in the same place - was disputed by the UNICEF office in Montenegro, the shelter was opened.
Asked whether the construction will violate the privacy of users and question the quality of services that the institution provides to children and young people, as well as to users of the Shelter for Victims of Human Trafficking, which is part of the institution, from the department that runs it Damir Gutic recently pointed out the importance of “preserving the security, privacy and dignity of users”.
"Especially considering that the beneficiaries belong to a particularly vulnerable group of children, they will continue to monitor the situation and take measures and activities within their jurisdiction... The Ministry of Social Welfare, Family Care and Demography remains committed to protecting the interests of beneficiaries, and particularly vulnerable groups of children, such as children who are beneficiaries of the services of the Public Institution "Ljubović" Center, and will continue, in cooperation with other competent authorities, to monitor the course of all procedures and to take all measures within their jurisdiction to protect the rights and safety of children and youth in the social protection system."
Slaven Radunović's department was previously asked by "Vijesti" whether they took into account the fact that the "Ljubović" institution, which is also a shelter for child victims of human trafficking, is located nearby when granting the consent. At the time, they only said that the consents were given in accordance with regulations.
After the construction of the residential building by the investor "Safe Harbor" began, the editorial team submitted questions to the Council for Children's Rights, the Council's president, and the Minister of Sports and Youth. Dragoslav ŠćekićHowever, the Council has not yet responded to "Vijesti's" questions.
The editorial team previously submitted questions to the Protector of Human Rights and Freedoms about the construction along the fence of the "Ljubović" Center.
They said that no one had contacted them about this.
They were left without electricity due to the works.
Due to the work carried out by the investor "Euromont" at the "Ljubović" Center, there were also interruptions in the electricity supply.
This was confirmed to "Vijesti" by Cedis:
"On September 20, at 08:52, a 10 kV cable from the 35/10 kV 'Ljubović - Zabjelo 9' substation failed, causing an interruption in the electricity supply to the part of the city below Ljubović, including the 'Ljubović' Children and Youth Center. Upon reporting the fault, the Cedis Maintenance Service team immediately intervened and determined that the 10 kV cable failure was due to construction work by the company 'Euromont gradnja', which is carrying out work in the immediate vicinity of the 'Ljubović' Center," they told "Vijesti".
They added that regular electricity supply was restored to users on the same day at 9:36 a.m.
