Residents of the Local Community "Bar III - Bjeliši" have scheduled a citizens' meeting for today, where they will, among other things, vote on approval of the Detailed Urban Plan (DUP) "Topolica IV", which envisages the construction of a road over several residential houses in their settlement.
This was told to "Vijesti" by the residents of that local community (MZ), at whose initiative the rally was scheduled.
The request of citizens from the area and the local community will be discussed, requiring the Bar Municipal Assembly to adopt a decision to introduce a moratorium on construction in the area of the DUP "Topolica IV" and to suspend the initiated expropriation process in the part of UP S3 street, which is part of that plan.
The second item on the agenda is a request for amendments to the DUP "Topolica IV" or the development of a new planning document, which is within the jurisdiction of the local government, and which must be harmonized with the amendments to the PUP for the Municipality of Bar, said the residents of Bjeliš.
For the sake of the citizens, this is yet another in a series of attempts and initiatives by residents of the Bar settlement, who have been protesting for months about a local road planned in that part of the city, which is supposed to pass over several dozen houses.
For several years, as they said, they have been opposing this DUP, and about a year ago they moved their fight to the Bar Municipality, where they organized three protests, demanding changes to the DUP and a moratorium on the construction of the disputed road.
They submitted a petition with such a request to the Mayor. Dušan Raičević at the end of June this year. They also requested, on several occasions, that the expropriation process that was initiated before the Real Estate Administration, Bar branch, be suspended.
Last year, during a protest, the Bar local government declared itself incompetent, saying that decision-making power was in the hands of the Ministry of Urbanism, Spatial Planning and State Property (MDUP), which is headed by Slaven Radunović.
Raičević said that citizens have his support, that he was at a meeting in the relevant ministry, which he said was not productive and that no concrete conclusions were reached.
In March of this year, the Ministry of Urban Development and Urban Planning (MDUP) told "Vijesti" that the currently valid DUP "Topolica IV" was adopted by the Bar Municipal Assembly at its session in late December 2013, and that it planned a road through several buildings.
Considering the numerous problems resulting from poor planning solutions, at its session on February 27, 2020, the Government adopted a Decision on the development of Amendments and Supplements to the DUP "Topolica IV", with the proviso that activities on its development were halted in 2021.
That decision provided for a ban on construction in the area in question, which expired in August 2022.
"As this is a valid planning document, the Municipality of Bar has previously begun activities to implement the planning document, and in connection with the construction of the disputed road, it has prepared the Main Project, revised it and registered the construction, after which the expropriation procedure was initiated," the MDUP stated at the time.
In the meantime, they noted, the Spatial Planning Law was adopted, which entered into force on March 5, 2025. In the context of new legal solutions, the Ministry will consider further actions under this planning document, they announced in March this year.
