The official car of the Agency for the Prevention of Corruption - BMW PG CG S08 was photographed over the weekend near the center of Podgorica, and the photo shows that there was also a dog in the vehicle.
The media reported yesterday that the vehicle was allegedly driven by the acting director. Dušan Drakić, and that it was his pet, while the Agency claims that "the vehicle was used for official purposes," without specifying who was driving it.
"Vijesti" asked the institution yesterday whether it was true that the car was used on the weekend - October 11th or 12th, and also who used the BMW during the previous week. They also did not answer the question regarding whether the car, given the photo, was used for private purposes.
Instead of a response, the editorial team received a link leading to a statement on the ASK website:
"The BMW vehicle that is the subject of interest on certain portals is an official vehicle of the Agency for the Prevention of Corruption. It is the same car that previously had the registration number PG KT 033, and which we re-registered with the official CG plates PG CG S08 precisely in order to be clearly recognizable to the public as an official vehicle. The current period at the Agency is extremely intense: preparations for a campaign and two important conferences are underway, which is why a large number of employees worked during the weekend. In this context, the vehicle in question was used for official purposes, with duly completed travel orders and mileage records as prescribed," the ASK claimed in a statement.
They also reminded us of the rules they established at the Agency and claim that the use of the official BMW was recorded through travel orders and mileage.
"We emphasize and remind you of the rules we have established at the Agency: official vehicles may not be used for private purposes, nor do we want to create any perception of such a practice in the public. The use is duly recorded through travel orders and mileage, in accordance with internal regulations," the ASK announced.
They state that "since the current management took office, fuel consumption has been more than halved."
"This confirms the restrictive and rational mode of use of the vehicle fleet. In the entire year 2025, only 2.700 euros were spent on fuel for four official vehicles, and the vehicle in question has traveled only 550 km from January 1 to the present. These data illustrate that official vehicles are used rationally and exclusively for work purposes," the ASK statement concludes.
The Agency's official BMW was purchased in March 2022 for 35.000 euros, and was then registered as PG CGL 48. Less than a year later, the MANS Research Center discovered that ASK, which was then led by Jelena Perović, shortly after the sale, replaced the official plates with so-called "civilian" plates with the number PG KT 033, making it less conspicuous in everyday use.
MANS also announced at the time that Perović had granted herself the BMW by a special decision for permanent use, contrary to regulations. The NGO then provided "Vijesti" with travel orders, according to which the former director of ASK, for about ten months in 2022 and 2023, used the BMW after working hours, and during the weekend she traveled hundreds of kilometers.
At the end of last year, ASK published an opinion, in which they emphasized that "no international standard, best practice, or recommendation will support the prohibition of the misuse of official vehicles, if the state does not show strong political will, real commitment and readiness to confront illegalities in this area and stand up for the protection of public resources and the lawful and responsible disposal of official vehicles."
