Members of the Montenegrin Parliament today adopted the Law on Unified Disability Assessment, which provides for a series of changes to the disability assessment system in Montenegro.
48 MPs voted in favor of the law, two abstained, and no one was against.
The Law on Unified Disability Assessment, adopted by the Government in July, brings about a shift from an exclusively medical model of disability assessment to a human rights-based model, in line with the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and European standards.
The Minister of Social Welfare, Family Care and Demography, Damir Gutić, said earlier that the Law will ensure legal certainty and consistent application of new norms in practice.
He said that the introduction of a new system of unified disability assessment will eliminate over 40 commissions in five sectors.
"And the decision on the status of persons with disabilities (PWDs) and the level of support needed, which PWDs will receive, including children with developmental disabilities, will be used to exercise rights in all sectors," added Gutić.
He said that the Bill envisages the establishment of an institute for unified disability expertise, as a central institution that would conduct expertise according to a unified methodology, which, he added, would ensure equality, efficiency and legal certainty.
Today, MPs adopted several more laws in the areas of social, child, veteran and disability protection, pension and disability insurance, labor and employment, and professional rehabilitation of persons with disabilities, and education and upbringing of children with special educational needs, which needed to be harmonized to ensure consistent implementation of the Law on Unified Disability Assessment.
