The metal fence, planted with greenery and dividing the plot of the "Ljubović" Center from the neighboring one, where construction work is underway, is swaying and it is a matter of time before it falls, "Vijesti" was unofficially told by the public institution for accommodation for children and youth with behavioral problems.
The construction site in question is owned by the investor "Euromont Gradnja" from Podgorica. The editorial team was able to see the condition of the fence by viewing a video recorded yesterday at the construction site, where work was underway. It can be seen that the fence sways at the slightest touch, and that the excavation is right next to it.
For the construction of collective housing facilities, he and the investor "Safe Harbor" from Nikšić received earlier approvals for urban and technical conditions, or conceptual designs, from the Ministry of Spatial Planning, Urbanism and State Property, which is led by Slaven Radunović.
The work of the Nikšić-based company had previously caused damage, at the time to the concrete fence of "Ljubović", when the ground on the courtyard side of that public institution cracked. That concrete fence was demolished on Thursday.
In relation to both investments, reports were submitted to the construction inspection of the Ministry of Spatial Planning.
In the first application, in relation to the investor "Safe Harbor", the "Ljubović" Center, among other things, stated that the future facility will endanger the peace, security, but also the privacy of users, and that the quality of the service that "Ljubović" provides will be called into question.
The management of "Ljubović" filed a lawsuit against the company "Safe Harbor" with the Basic Court in Podgorica for trespassing, with a proposal for a temporary measure to suspend construction until the final conclusion of the court proceedings.
The building inspection temporarily banned the work of the company "Safe Harbor" at the end of September:
"On 17. 9. 2025, the construction inspection of this ministry carried out an inspection at the location of cadastral plots no. 3491, 3488/2, 3488/3 and 3490 KO Podgorica III, within the scope of the DUP 'Zabjelo-Ljubović', and on that occasion a report was drawn up stating the factual situation, as well as irregularities on the basis of which further work on the facility was prohibited until the identified irregularities were eliminated. The report also ordered that urgent remediation measures be taken, that is, that a study of urgent remediation measures be prepared due to damage to the disputed, enclosing wall of the institution of the PU Centar 'Ljubović'," the spatial planning department told "Vijesti" at the time.
In relation to the investment by the company "Euromont", supervision is, as they said a few days ago, ongoing:
"This ministry has been submitted an application for the construction of a building - a residential and commercial building on cadastral plots no. 3820/1, 3818/3, 3820/4, 3818/1, 3819/4, 3823/1, 3824/8, 3824/7, 3824/6, 3823/4, 3824/3 and 3822/2 of the Podgorica III administrative district, on urban plots no. UP41, UP43, UP44 and UP45 within the scope of the DUP 'Zabjelo Ljubović-amendments and supplements' of the Capital City of Podgorica, by the investor doo 'Euromont gradnja' from Podgorica. The urban planning inspection of this ministry has drawn up a report on the inspection in the subject of the control of the aforementioned construction application and the submitted supplements, and further inspection supervision is underway," they stated in their response.
Due to construction right next to the "Ljubović" fence, the NGO "Kana, who if not an architect" recently announced that they would relaunch the initiative to invalidate the "Zabjelo-Ljubović" DUP because, as they previously told "Vijesti", "every new construction site within the scope of the currently valid plan produces new spatial conflicts and urban planning problems from which that part of the city will take decades to recover."
"The construction of a residential building right next to the fence of the 'Ljubović' Center is not an incident, but the expected consequence of a bad plan and even worse control over its implementation," they recently told the editorial staff of "Kana".
The DUP "Zabjelo-Ljubović", they reminded then, is a plan from 2005, the amendments to which, which are now in force, were adopted in 2009, for a period of five years, as stated in the Decision on the adoption of amendments from June of that year.
"Ljubović" is a public institution for housing children and young people with behavioral problems, and by decision of the then Prime Minister Dritan Abazović and, as he himself announced at the time, although the locations are not disclosed, the institution now also houses a shelter for child victims of human trafficking.
Such an institution, however, is not "protected" by planning documents in the sense that none of them foresees a certain distance for future buildings, even residential buildings, from this or similar institutions that are categorized in the plans as "public functions".
The “Ljubović” Center is under the jurisdiction of the Ministry of Social Welfare, which runs it. Damir GuticThey recently said that the fact that “Ljubović” is located in the direct vicinity of a construction site “may result in exposure of users and employees to noise and dust”.
They also said at the time that the department "shares the concern that such conditions could have an impact on the overall dynamics of the institution itself."
The editorial team has submitted questions about the construction of a residential building right next to the "Ljubović" fence to the Council for Children's Rights, the Council's president, and the Minister of Sports and Youth.
