The Directorate for the Protection of Cultural Heritage has issued a decision establishing the status of immovable cultural property of national importance, Skočiđevojka - a battery of JNA coastal artillery.
This is stated in the decision signed by the director of the Administration, Dr. Petra Zdravkovic, which "Vijesti" had insight into.
This means that the former military base on the cape near Režević, owned by the Cypriot company "KDP Promotion and Investments Limited", is declared a cultural asset, and this definitely puts an end to the implementation of the megalomaniacal project of building a tourist complex that a foreign company planned to implement on Skočiđevojca.
On August 8th of last year, the Administration, acting upon the request of the Chief City Architect's Office of the Municipality of Budva, Jelena Lazic, adopted a decision on the establishment of preliminary protection of the site of the former military complex "Skočiđevojka" for a period of one year.
"The coastal artillery battery or Skočiđevojka bunker consists of a system of underground tunnels or corridors, which end with gunboats on the cliff. The tunnels are about one meter wide and have a gentle slope in the south-north direction. Four gunboats with views of the open sea are located in the same direction. Along the underground corridors there are 15 closed rooms of various sizes, entrances/exits, ramps, staircases and other tunnels connected to defense and communication facilities and systems. The tunnels are built inside the rocks, the main corridor is placed parallel to the coast and its length is about 100 meters," the decision reads.
As stated, the location where the military base facilities on Skočiđevojca are located has not been regularly maintained since 1994, and has become overgrown with tall and low vegetation, largely blocking the approaches and entrances to the facilities.
"Some of the buildings were only viewed from a certain distance. The buildings and space of the former Skočiđevojka military base are outside their basic and original or other adequate use and purpose and have not been regularly maintained since 1994. The underground structures are structurally in good condition. Almost all metal parts and accompanying equipment have been removed and taken away, the barracks buildings are physically preserved, to the extent that their original, authentic appearance can be reconstructed and given a new, adequate purpose. All doors and windows are missing, the mezzanine and roof structures are damaged," the Administration states.
When it comes to measures and the regime for the protection of cultural property, it is emphasized that it is necessary to prepare a conservation project with a project for the presentation and purpose of the cultural property.
"Create a project of the current state of the cultural property, review the planning documentation of the Urban Planning Project "Skočiđevojka", and in accordance with the values of the environment, foresee construction that will improve the existing values of the objects and space. Within the boundaries of the cultural property, it is possible to plan the reconstruction of existing objects and their improvement. It is also possible to plan the arrangement of the space in accordance with the future adequate purpose. Within the boundaries of the protected environment, control future construction in such a way that it does not compete with the cultural property in terms of dimensions and materialization, or that the visual and physical accessibility of the cultural property and all its segments is not jeopardized. All activities that affect the integrity of the cultural property and the protected environment should be carried out in accordance with the previously issued conservation conditions of the Administration for the Protection of Cultural Property", the Administration states.
The investor, the company "KDP Promotion and Investments Limited", directly accused the Minister of Culture and Media last year after the Board's decision to halt the implementation of the project for a year. Tamara Vujović that, under her directive, in agreement with her party colleagues from the Democrats, she adopted an illegal solution.
In early July last year, “KDP Promotion and Investments Limited” received approval from the Chief State Architect for an amended and supplemented conceptual design for a future five-star tourist complex on Cape Skočiđevojka. The project was also contested by locals.
The amended and supplemented solution, previously submitted to "Vijesti" by a foreign company, envisages that a luxury tourist complex - a 5-star hotel, consisting of a hotel building and six annexes - villas, operating under a mixed business model, in accordance with the Law on Tourism and Hospitality, be built on urban plot No. 1 with a total area of 49.915.
“In the revised conceptual design, the number of floors of the hotel building has been reduced by the two highest floors, i.e. by 1.645 square meters of gross area. The planned number of floors of the hotel is from the basement, basement, ground floor and three floors to Po+Su+P+10 floors. Six annexes - villas, with ground floor and one floor, have been designed along the cliff itself. The total gross area of all the designed buildings is 61.132,22 square meters, while according to the UTU the maximum allowed gross area is 75.543 square meters. In terms of the achieved capacity, the total number of accommodation units in the planned buildings (hotel + annexes - villas) is 349 units and 724 beds, while according to the UTU the maximum allowed capacity is 1532 beds. In one wing of the hotel, a segment with hotel rooms of a total of 140 accommodation units has been designed, while in the other wing of the hotel 203 apartment-type accommodation units have been designed, which has achieved a total number of beds of 246 in hotel rooms and 452 beds in hotel apartments, while a total of 26 beds were created in the annexes - villas," the project states.
After being declared a cultural asset, the project must definitely be adapted.
