Žarko Peković, whose candidacy for the position of director of the Budva Parking Service was declared second-ranked, will file criminal charges against the president of the Board of Directors of that municipal company Tamara Pribilović, and challenge the decision on the election in court Dragana Pima to a leadership position.
Peković announced this on social media and denied allegations that he was running as a member of the European Union, whose candidate for councilor he was in the local November elections.
At the same time, Peković accused the mayors of the municipality and the municipal assembly. Nikola Jovanović i Petar Odžić that they deceived voters and supporters, claiming that they would depoliticize local government and appoint professionals to positions, not those with party membership cards.
The Board of Directors of Parking Servis unanimously decided to appoint Dragana Pima as Executive Director. Pima, who has been a prominent member of the local DPS board for many years, has been serving as Acting Director for the past three and a half months. In addition to Pima, the former Acting Director of Parking Servis also applied for the position. Srdjan Zekic (Socialist People's Party cadre), former Secretary for Investments, who has since left the political group "Budva our city - Nikola Jovanović" Joko Popovic and Zarko Pekovic.
"As someone who participated in the competition for the election of the director of the Parking Service from Budva, I would like to publicly distance myself and deny to "Vijesti" that I did not apply for the competition as a staff member or member of any political structure, least of all the European Union from Budva. I applied like any interested citizen who met the conditions for the said competition. My intention was to prove, which will be my goal in the coming period as a legal remedy for the shameful decision of the Board of Directors of the Parking Service from Budva, that the election platform of the Jovanovic-Odžić duo was a deception of voters and activists, among whom I was one at that time, that local self-government will be depoliticized and that only staff with knowledge and experience will be elected, not with a party card," stated Peković.
He claimed that "it was the biggest election lie, which was demonstrated in the year of rule in Budva between Jovanović-Odžić and to some extent Milović (Nikola, the leader of the DPS list in the local elections).
“The Board of Directors of the Parking Service from Budva is composed of unprofessional staff with minimal or no knowledge, and at least with the knowledge to establish valid criteria for the selection of the company's director. Upon reviewing the shameful decision, it is clear that the President of the Board of Directors, through direct discrimination, rejected me as a candidate only because of my decades of experience in the private sector with a university degree. For the first time, the Board of Directors, contrary to the Labor Law, introduced the criterion of experience in a public institution, not even in public administration, and in a very deliberate way gave priority to a lower-ranking position, i.e. independence in work compared to a decade-long management position. The members of the Board of Directors very consciously interpreted the documentation that was not provided for by the public competition and without any scoring criteria when selecting a valid candidate. Of course, in the coming days I will use the court's right to prove the illegality of such a decision and file a criminal complaint against the President of the Board of Directors, from the ranks of Budva our city. To make the paradox even greater, the President of the Board of Directors is also a co-owner of the private company "V&T Bilans", with an annual turnover of 8.000 euros. So the question arises, what kind of experience did she have in public administration that she could be competent to elect the director of a public company founded by the Municipality. It will be interesting in the 2027 election year,” concluded Peković.
The Board of Directors, as stated in the decision published by “Vijesti”, determined that Žarko Peković is the candidate who submitted the documentation in accordance with the Public Competition. As it is emphasized, given that both candidates (Pima and Peković) met the general and special conditions of the public competition, the Board of Directors determined that “Dragana Pima has continuous work experience in a public institution, as well as numerous certificates that prove the candidate's professional development for work in state bodies, or in a Company founded by a local self-government”.

My intention was to prove, which will be my goal in the future as a legal remedy to the shameful decision of the Parking Service Management Board, that the election platform of the Jovanovic-Odžić duo was a deception of voters and activists, among whom I was at that time, that local self-government would be depoliticized and that only personnel with knowledge and experience would be elected, not those with party membership.
