The Mojkovac-based Association of the Disabled "Srce" announced that subsidies for the employment of people with disabilities have not been paid since August 2025, and as they claim, this is primarily due to certain employers who set high salaries for employees in that category. Such a practice, claims the president of the association Duško Rakočević, "abuses the Fund for Professional Rehabilitation and Employment of People with Disabilities, reducing the funds available to employers who pay salaries in accordance with legal norms."
"The Ministry of Labor, Employment and Social Dialogue has amended the Law on Professional Rehabilitation and Employment of Persons with Disabilities. Regarding the problem with subsidies, a meeting was held in the Government of Montenegro on April 22, 2025, attended by representatives of non-governmental organizations. It was agreed to increase the number of NGO representatives in the working group from two to five, but the 'Srce' Association was not included, as it advocated that the salaries of employees with disabilities not exceed the state annual limit of 1.080 euros," claims Rakočević.
He points out that "some employers are abusing the Fund and setting high salaries in order to make more profit, while the Ministry of Finance, the Employment Service of Montenegro (Fund) and the Government are not reacting quickly enough". According to him, "as a result, subsidies are delayed, and responsible employers who respect legal limits are facing problems in paying salaries to their employees".
"Irresponsible employers are endangering the rights of other persons with disabilities and obstructing the implementation of the Law on Professional Rehabilitation and Employment. I call on the authorities to take urgent action to ensure timely payment of subsidies and protect the rights of persons with disabilities," said the president of the "Srce" Association.
Rakočević reminds us of the state's obligation to ensure equal access to employment, income security and social security for people with disabilities. Delays in subsidies and improper use of funds for this purpose, he says, represent a violation of the rights of this vulnerable category.
