The Ministry of Public Administration (MPA) and the Capital City of Podgorica, as part of the celebration of the European Quality Week, signed a project to implement the CAF (Common Assessment Framework) model - a European quality management model intended for the public sector.
Minister of Public Administration Maraš Dukaj He said that this department, as the first holder of the CAF Model Effective User certificate, has the authority to systematically introduce CAF quality standards in the institutions of the system. For the first time in this role, it was added, it will provide expert support to the Capital City, in partnership with the Regional School of Public Administration ReSPA.
"Today, the Capital City of Podgorica, the Secretariat for Local Self-Government and Cooperation with Civil Society, joins the community of institutions that actively foster cooperation, diversity and common European values, with the aim of constantly improving business excellence and the quality of service provision to citizens," said Dukaj.
"I would like to emphasize that the Ministry of Public Administration is the first institution in Montenegro to receive the CAF Efficient User certificate, which confirms that we live what we promote, quality, responsibility and measurable results. Our goal is clear - a modern, transparent and efficient administration in which decisions are made based on data, and citizens feel changes through faster and better quality services," said the Minister.
Podgorica Mayor Saša Mujović, according to MPA, recognizes the importance of introducing European standards into the work of local government. He said that they are pleased to approach the implementation of the CAF model, following the example of the Ministry of Public Administration, which "has set high standards of quality and responsible management."
"Our vision is for the Capital City to be an example of modern, open and efficient local government that is constantly improving and responding to the needs of citizens. Through the CAF model, we want to further strengthen the culture of quality in the organization and encourage employees to continuously improve and achieve ever better, measurable results," said Mujović.
The aforementioned quality management model will be implemented by the Secretariat for Local Self-Government and Cooperation with Civil Society as the first body in the Capital City, which, after implementation, will receive the quality mark that the MPA has, as well as public administrations in the EU, after which the project will be implemented in all bodies and services of the Capital City.
"Our ultimate goal is for the citizens of the capital to feel visible results - through faster, simpler and higher quality services," said Mujović.
The CAF model enables institutions to review their work through a structured self-assessment, identify strengths and areas for improvement. Based on the results, specific measures are defined to improve the efficiency and quality of services to citizens.
"I invite other municipalities and institutions to join us on this path, because only together can we build an administration in which competent officials successfully carry the burden of modern and efficient public administration," said Dukaj.
