Veterinary inspection since Monday evening, when a Russian citizen was arrested in Podgorica AV (37), who is suspected of committing the crime of killing and torturing animals and destroying their habitat, was not ordered to check the status of the dogs, who were his victims.

This was told to "Vijesti" by the Food Safety, Veterinary and Phytosanitary Administration (UBHVFP) and announced that they would initiate an ex officio inspection.

"In accordance with your letter, we inform you that the inspection of the person in question was not carried out, because the Food Safety, Veterinary and Phytosanitary Administration was not officially notified of the case by the police and the prosecutor's office, nor by any other persons. Given that the initial action was taken by the Police Administration and the prosecutor's office, informing the Administration about the case would also contain the necessary information about the perpetrator, address, evidence and report, on the basis of which the inspection would be carried out," it states in its response to the editorial board. Milan Rogošić, Acting Assistant Director and Head of the Veterinary Department.

However, he added, after learning from social media, he got in touch with one of the people who filed the police report, a civic activist. Nikola Jočić:

"And in this way, I managed to obtain photo and video materials showing the perpetrator and the animals that live with him. This documentation was forwarded to the veterinary inspector. Since, due to the lack of notification, we do not have information about the place of residence, address, and number or any other condition of the animals from the submitted materials, the veterinary inspector will visit the prosecutor's office in Podgorica and the competent prosecutor in the morning, in order to collect the necessary information, define further steps with the prosecutor and act in accordance with our authorities in this case," Rogošić told "Vijesti" on Tuesday evening.

The Administration unofficially told "Vijesti" yesterday that there had been no news in the meantime, and that they expect the inspection to be carried out today at the latest.

Podgorica police arrested Russian citizen AV on Monday evening on the orders of the Basic State Prosecutor's Office in Podgorica, on suspicion of committing and then publishing content of sexual abuse of animals on the Telegram social network.

The Police Directorate (UP) then announced that they did this after the competent state prosecutor, evaluating the submitted case files, qualified the crime as the killing and torture of animals and the destruction of their habitat and ordered that AV be deprived of his liberty.

A report against this person was filed with the Podgorica Prosecutor's Office and the Police Directorate by activist Nikola Jočić and the Non-Governmental Association "Animal House" from Danilovgrad.

In the report, which was also reviewed by "Vijesti", the applicants stated that AV publicly posts pornographic videos with dogs in a Telegram group, and that in the group, where he communicates with others under a nickname, he also posted a photo of his residence permit, which shows that the permit was issued by the Ministry of Internal Affairs (MUP) of Montenegro. Additionally, as stated, AV also stated in the same group that the activities for which he was reported were carried out in Podgorica.

After AV's arrest, the Police Department announced that, after the completion of the criminal proceedings, measures will be taken against him in accordance with the Law on Foreigners - he will be expelled from Montenegro.

The Council for Animal Protection condemned the case: "This act not only represents a brutal violation of the Law on the Protection of Animal Welfare, but also a profound violation of basic human and moral values. The Council for Animal Protection recalls that the killing and abuse of animals is a criminal offense for which prosecution is carried out ex officio, and that it is defined by the Criminal Code of Montenegro, in Article 309, and requires that the perpetrators be punished in the most severe manner."

The “Korina” Association announced in mid-2023 that cases of torture and killing of animals contrary to regulations occur much more often in Montenegro than are recorded and/or reported. At the time, they also said that, even when a specific case is reported, “the previous practice of the Montenegrin judiciary has shown that basic state prosecutors often apply the institute of deferred criminal prosecution, while basic courts, in the event of a conviction, decide on suspended sentences.”

"Which potentially encourages perpetrators to much more easily decide to poison, hang, shoot or fight animals, as well as to sexually abuse them (e.g., the bestiality recorded in broad daylight next to a children's playground in Nikšić in 2019)," Korina stated two years ago, adding that previous practice had shown that "judges and prosecutors do not take cases of unlawful torture and killing of animals seriously enough."
