Mićo Kočović from Ulcinj has a family house in Pristan, but claims that he has been a tenant for 17 years because the Municipality does not allow him to build on his plot.
He says that in 1981, a one-story house was built, under a slab, which is owned by his late father.
He says that he has been surviving Golgotha for six years, since he made the first request for approval to build a 20-square-meter business building.
"At that time, I received a negative answer from the departmental secretariat, with the explanation that I could not build because, believe it or not, I would be blocking my own view. When I found out that the answer was false because in fact the reason was that the committee did not even go to the field, I threatened to sue. At the time, the urban planning department told me that they would correct the mistake by amending the proposal. As then, so today".
In the meantime, as he stated, he found out that there is no possibility of amending urban plans.
"That's what hurts me because they knowingly deceived me".
At the request of Kočović from January of this year for the issuance of urban planning and technical conditions, the Secretariat made a conclusion suspending further proceedings until the adoption of changes and additions to the plan.
Because of this, Kočović cannot even build a second floor on the house, for which, he claims, he previously had consent.
"I cannot build on any part of the plot, which is about 130 square meters. I begged them to take out my yard to build a house for me, but in vain. And while they are preventing me from building a home to live in, hotels, luxurious high-rise buildings and even more luxurious business premises are springing up on Pristan. This is a shame that is happening to my family, and the government has confirmed that it can trample the last border of human dignity and rights".
In the Secretariat's response to Kočović's request from February of last year, it is pointed out that the cadastral plot is covered by the proposed plan of changes and additions for certain urban and cadastral plots, that is, it is covered by changes and additions to the DUP "Ulcinj Grad".
"The decision on this is in the parliamentary procedure and on the agenda of the session, scheduled for February 23, it was included as the sixth item.
The item was removed from the agenda just as it was from the session held on May 31 last year.
"They had no legal basis because they had to obtain the consent of the Ministry," Kočović claims.

Kočović says that he has addressed the President of the Municipality of Ulcinj, Nazif Cungu, several times and talked to him, but that there are no results yet.
"I know that it is also a political game because with my request there are also the requests of some politicians who are in dispute with the leaders of the Municipality of Ulcinj. But I wonder - what do I have to do with it", Kočović said.
