How can and should the Government give consent to the functioning and decisions of the illegal Director General of Radio Television of Montenegro (RTCG).
That is one of the questions raised today by the trade union organization JRDS RTCG.
"Regarding the recent decisions of the Government of Montenegro regarding the resolution of the housing issue of RTCG employees, we felt a professional and moral obligation to address the Government and ask several questions in this regard. This letter has also been sent to all parliamentary groups," states the statement of the JRDS RTCG, signed by the President of the Executive Board, Danijela Popović.
The statement states that regarding the latest Government decisions regarding RTCG, we expect answers to the following questions:
- Why are you giving legitimacy to an illegal director, supporting the distribution of apartments that is at the Administrative and Constitutional Court, when the EC has repeatedly warned you in its reports that something illegal is happening there?
- What is the need for the Government to deal with the apartments of RTCG employees, based on what procedures, rules, laws?
"Namely, the Government's press release states: 'The Government considered the information on the execution of works under the 'turnkey' system on the construction of a collective housing facility on construction land measuring 2.589 square meters, which constitutes the urban plot marked 'T' within the scope of the DUP 'Konik Sanacioni plan' as amended. The request for consent for the alienation and conclusion of purchase and sale contracts before notary authorities for the purchase of apartments under favorable conditions for 90 employees of RTCG, which was submitted by Radio Television of Montenegro, was also considered," the RDS RTCG press release reads.
The statement added that the material submitted to the Government for the electronic (telephone) session, forwarded by the Ministry of Spatial Planning, Urbanism and State Property, states that the consent is granted based on Articles 29 and 36 of the Law on State Property, which imply that consents and decisions are given in accordance with the law.
"Naturally, because respecting the Constitution and the law is the purpose of the Government's actions. Or at least it should be," said the JRDS RTCG.
For this reason, the following questions also require answers:
- How can and should the Government give consent to the functioning and decisions of the illegal Director General of RTCG?!
- Does the Government know that the apartments were given to members of management who were not in the company when the building began construction?
- That it was distributed according to a rulebook that favors position over seniority?
- Who did the director assign the position to, even though he had just joined the company, and he received an apartment before the long-serving employees?
"The aforementioned material does not contain all the information about the ranking list of distributed apartments confirmed by the illegal general director. These are appeals submitted to the Administrative and Constitutional Court of Montenegro against the Regulation on the Distribution of Apartments established by the RTCG Council, whose president and some of its members were convicted in the first instance for abuse of office, due to the triple illegal election of Boris Raonić as general director. Therefore, all these facts indicate that someone (and we know who) wanted to gain legitimacy for their illegal decisions, contrary to reason, logic and ethics, by having the Government give its consent to Raonić's housing operation worth at least 3,5 million euros during a telephone session (when, let's be realistic, the materials are poorly or not at all readable). This is not the first time that the illegal Raonić and his services have used Montenegrin institutions for their private, harmful ventures, all with the money of Montenegrin citizens. Bypassing the home Ministry of Culture and Media, in 2024 he skipped the procedures and 'outlined' the conditions for his re-election through the Ministry of European Integration. By the decisions of the Montenegrin courts, this attempt was also declared unsuccessful, and Raonic was declared illegal for the third time," said the JRDS RTCG.
According to them, the European Commission made it clear in its report that the mandate, actions and decisions of the illegal management of RTCG are no longer a media matter, but a matter of state credibility in European integration.
"For this reason, we believe that this harsh, but honest, professional address of ours is very important and can deter you from bad decisions and moves and preserve your credibility. Especially in anticipation of final, very certain decisions. To conclude, the budget for 2026 is also being prepared. If Raonic's illegal management receives even 100 (one hundred) million for its illegal, discriminatory and unprofessional behavior, it will be a defeat - for the Montenegrin Government and the entire society," the JRDS RTCG statement reads.
