There is no building permit for the reconstruction of the Mojkovac square, claims some Mojkovac residents, who recently organized a protest against “the manner and pace at which the works are being carried out.” On the other hand, the Mayor of the Municipality Vesko Delic He tells "Vijesti" that "the contractor has a permit for the part he is currently working on, and will receive a permit for the complete works and that its issuance is in the process."
Representatives of some citizens explained to “Vijesti” that “the excavation of the square, streets and park is being carried out 'according to the municipal decision for preparatory works'”. They also say that in communication with the contractor they learned that the company is working at its own expense. They called on Delić to show the building permit “so that the public can determine who is telling the truth”.
"We claim under full responsibility that there is no building permit for the works, it is possible that it existed somewhere before, but that it expired before this contractor started the works... The President calls us kabadahijas, and with the current works, the manner and dynamics in which they are being carried out, he has "buried" the center of Mojkovac. We are not protesting against the reconstruction, but we are protesting against the fact that this project is being implemented with three workers and without professional supervision," said representatives of Mojkovac residents, who are questioning the manner and dynamics of the works.
They explain that "preparatory work cannot include completely removing the slabs from the city square and digging up the streets and city park." They also say that "it should have been done piece by piece."
"The situation is now such that older Mojkovci residents who live in buildings in the center cannot leave their apartments... According to the information we received from the contractor, the company is now carrying out the work at its own expense, because it cannot charge for it, that is, the supervision cannot enter the zone of criminal liability and sign off on the work without a building permit," claim representatives of Mojkovci residents who organized the protest last week.
Delić, however, says that "the works are being carried out according to the revised main project, and the contractor has a permit for the part that is currently being worked on, and for the complete works, he will receive a permit, the issuance of which is in the process."
"We expect the city to get its new look in the first sunny months after winter. For now, the contractor is not late, but is carrying out the work in accordance with the contract. Of course, if after the design is agreed upon, the contractor is late, there is a contract and a contractual penalty for delay, which we would act on in that case," said Delić.
According to him, “there was no extension of deadlines, but rather, work was carried out on separating the fecal and atmospheric sewage systems in parallel with the construction of the square.” These works, the Mayor explains, “were not defined by this Master Project.” The separation of the sewage systems is being carried out now, he says, so that the newly built square would not have to be renovated later.
"Financial implications and waste of money would only occur if the newly built square had to be demolished in order to build the infrastructure needed for the future of Mojkovac, which we will not allow, but rather prevent all future problems... Of course, there are network outages because the Municipality does not have precise installation cadastres. However, all outages were repaired within the deadline. The utility service responds to challenges in the shortest possible time and does everything to ensure that citizens do not suffer major damage," explains the Mayor of the Municipality.
He also reminded that "many larger municipalities do not have good cadastres of underground installations."
Delić called on "owners of catering facilities, as well as other businesses located on the square, to be patient so that the works can be completed smoothly and as soon as possible." He said that the reconstruction of the square would provide a lot of visual and functional benefits, although he said he understood the "difficult conditions for walking across the square."
