According to the latest budget revision of the Municipality of Kolašin, 79.000 euros will be spent on service contracts this year. Initially, it was planned that the expenditure on this basis would be 51.000, but by the beginning of September, as much as 45.660 euros had been spent.
Thus, in the budget decision, the Secretariat for Social Affairs, General Administration and Personnel Affairs was initially allocated 16.000 euros for service contracts, of which 11.900 were spent in the first nine months of this year, and the rebalance increased this amount to 20.000 euros. According to the rebalance, the Secretariat for Finance will spend 5.000 more by the end of the year, compared to the planned 10.000. The Secretariat for Spatial Planning spent the most on service contracts in the first nine months, so their expenses on that basis amounted to 11.000. For this spending unit, 8.000 were originally planned for service contracts, and with the new rebalance, as much as 20.000. According to the new plan, the Assembly Service will have 9.000 euros available for that purpose. In the first nine months of this year, they spent 6.000. The mayor's office will not deviate from the original plan of 5.000 euros for service contracts until the end of the year, although they spent almost the entire amount by September.
The Municipal Police Service spent 3.360 euros on “contractors” for nine months, while the revised budget planned 5.500 euros. The Secretariat for Environmental Protection had no expenses for service contracts, and according to the revised budget, 3.000 euros were allocated for that purpose. Also, neither the Protection and Rescue Service nor the European Integration Service spent any money on service contracts for nine months.
According to the latest official data, a total of 185 workers are employed in local government, companies and public institutions founded by the Municipality. Local government bodies, including the Protection Service, have 105 employees. 1,4 million euros will be allocated for the gross salaries of local government employees this year.
Not even after seven days from the mayor's office Petka Bakić "Vijesti" did not respond to questions regarding the alleged lack of staff, the number of unfilled positions and the hiring of persons under temporary contracts, and the number of temporary contracts.
