The decision to approve the Statute of the Public Institution "Ratković Poetry Evenings" was adopted at the session of the Bijelo Polje Municipal Assembly, the legal basis of which stems from the Conclusion of the Bijelo Polje Municipal Assembly accepting the Initiative to revoke the "Risto Ratković" Award from Radovan Karadžić, and ordering the Public Institution to align its general acts with the aforementioned conclusion and the principles of the cultural policy of Montenegro.
The Director of the Public Institution Ratković Poetry Evenings, Kemal Musić, stated in his explanation that the adoption of the new Statute of the Public Institution "Ratković Poetry Evenings" is based on the provisions of Article 19 of the Law on Culture, which stipulates that the Council of a public institution in culture regulates its method of work, rights and obligations, and issues of importance for the performance of its activities, by statute, in accordance with the law and the act of establishment.
"In addition, Article 25 of the Statute of the Public Institution 'Ratković Poetry Evenings' stipulates that the Council of the Institution adopts the Statute with the consent of the founder - the Municipal Assembly of Bijelo Polje," said Music, recalling that, bearing in mind the above, the Council of the Public Institution "Ratković Poetry Evenings", in accordance with its powers, at a session held on November 6, adopted the Statute of the Public Institution "Ratković Poetry Evenings", which ensures the legal, transparent and efficient work of the Institution.
The Statute of that institution states, among other things, that the Council of the Institution may revoke the "Risto Ratković" award from the winner in the following cases: if he/she has been finally convicted of war crimes, genocide or serious crimes against humanity; if he/she has been finally convicted of other crimes that make him/her unworthy in a way that seriously compromises human dignity and moral values, and the Rules on the Revocation of the Award regulate the procedure for the revocation of the award in more detail.
Councilor Danilo Palević has resigned from the Socialist People's Party and, as stated by Assembly President Selma Omerović, will from now on operate within the framework of the People's Trust Movement (PNP), founded by Dragoslav Dado Šćekić, former vice president of the SNP.
The President of the Nomination Committee, Abaz Dizdarević, announced at the meeting of that body that a decision had been made on the composition of the Jury for the Third January Award, which consists of Refik Bojadžić, Velimir Rakočević, Milan Madžgalj, Željko Raičević, Adnan Striković, Alija Kujović and Rešad Martinović.
"The second decision relates to the confirmation of the appointment of Željko Madžgalj as director of the Agency for Natural Resources Management of the Municipality of Bijelo Polje," said Dizdarević.
A decision was also adopted by a majority vote to establish a real easement in favor of the investor of the building in the city center, Hajriz Brčvak, for the purpose of laying a cable for the construction of a local facility of general interest.
The rapporteur for the consideration of the draft Decision in the Assembly and its working bodies was the Director of the Directorate for Property and Protection of Rights of the Municipality, Ljubomir Sošić, who stated in the explanation that the Municipality of Bijelo Polje establishes the right of real servitude in favor of Brčvak Hajriz, for the purpose of laying an underground power cable with a voltage level of 10kV for the purposes of constructing a local facility of general interest, the substation TS 10/0,4 kV – 2x630kVA "Br.10" with integration into the HV network, in accordance with the Contract on the Construction of Infrastructure for Connection and Connection No. 3259 of 22.07.2025 concluded between Brčvak Hajriz and CEDIS.
"The Municipality of Bijelo Polje establishes the right of real servitude in favor of Brčvak Hajriz for a fee, on the following real estate - on part of cadastral plot number 1129/2 with an area of 3 m2, which is registered in the real estate list no. 2411 KO Bijelo Polje - subject of disposal Bijelo Polje Municipality, on part of cadastral plot number 1130/1 with an area of 7 m2, which is registered in the real estate list no. 2411 KO Bijelo Polje - subject of disposal Bijelo Polje Municipality," said Sošić, adding that the real servitude on the real estate from Article 1 is established for a fee, which will be determined by the competent Commission for the Assessment of Real Estate Value.
Marko Đukić from the Democrats said that this year they did not delegate their member to the jury for the "3rd January" Award for justified reasons due to concerns regarding previous laureates, including the finally convicted Moamer Kasumović.
"We believe that such an award winner undermines the integrity of the municipality and its reputation. Therefore, we do not want to participate in, in our opinion, fake democratic events that the local government organizes under the name of the Municipality, without real respect for the public interest and ethical codes," said Đukić, adding that the Democratic councilors' club will continue to operate in accordance with the principles of responsibility and protection of citizens' reputation.
