President of the Municipality Nikola Jovanovic he chose Masu Radovic for the Secretary of the Secretariat for Investments, with numerous illegalities and contrary to the rules.
He stated this in his complaint to the government's Complaints Commission. Đorđe Zenović, whose candidacy is ranked second.
He requested that the government commission accept his appeal, annul Jovanović's decision, as well as annul the entire public advertisement, or modify or revoke the decision and return it to the first-instance body for a new procedure before another municipal commission.
In the competition announced by the Municipality in early September, in addition to Radović, Zenović, former Assistant Secretary for Property Protection and former Acting Secretary for Investments, also submitted an application. Joko Popovic.
"On November 7, the Secretariat for Local Self-Government submitted to the Cabinet of the Mayor a list of candidates for the position of Secretary of the Secretariat for Investments, which shows that candidate Maša Radović scored 39,33 points, candidate Đorđe Zenović scored 35,67 points, while candidate Joko Popović scored 33,33 points. The interview with all three candidates was conducted on November 18, and minutes were taken. Candidate Maša Radović scored the highest number of points and left the best impression after the interview, and as the first-ranked candidate, she met the requirements for appointment," the decision signed by Jovanović reads.
Zenović stated in his complaint that Radović is politically active in the "Budva Our City" voter group, whose leader is Jovanović, and that she currently serves as the acting secretary of the Secretariat, and that her appointment is contrary to the Law on Civil Servants and Employees and the Law on Local Self-Government.
"During the implementation of the public competition procedure, the Law on Administrative Procedure was violated, because there is serious doubt about the impartiality of the members of the Commission, the Chief Administrator Nevenka Jovović Božović and Acting Secretary of the Secretariat for Local Self-Government Darko Celebić"I only found out about the composition of the Commission on the day of the check, because if I had known earlier that the Commission had appointed persons who are members of numerous committees with candidate Radović and close party relations, I would have filed a request for their exclusion. I believe that the members of the Commission, Jovović Božović and Čelebić, have an obligation to the Mayor and that they are obviously biased when it comes to other candidates, and that I was discriminated against from the very beginning," Zenović emphasized.
He also pointed out a serious omission during the process of verifying competencies, knowledge and abilities.
"An employee of the Secretariat for Local Self-Government was present during the preparation of the written work." Katarina Čipranić"...and at one point, the candidates and I were left alone in the room, while at no point during the writing of the written work was any member of the Commission present," emphasized Zenović.
He points out that the Law on Administrative Procedure was violated because he was not informed of the results of the examination procedure, the aptitude test procedure, and the criteria according to which the candidates received points.
"I am not familiar with the results of the written test and the interview conducted, which absolutely violated my rights to be informed directly and in writing about the results. It remains unclear on the basis of which criteria candidate Radović achieved a better score than the others. The key fact relating to the scoring itself and the application of the currently invalid Regulation is that I indirectly, instead of submitting the Commission Report, came into possession of the information that Radović received two points out of a possible 10 from the only independent and objective member of the Commission delegated by the Human Resources Administration for the criterion "knowledge in the field of work for which the candidate is appointed or appointed", Zenović stated.
