Since the end of December last year, when they were appointed, for daily allowances during official trips of the Mayor of Podgorica Saša Mujović and his deputies Nadje Ljiljanic i Boris Spalević, around 2.900 euros were allocated from the budget of the Capital City.
Of that amount, the most was calculated for daily allowances during official trips for Ljiljanić, 2.254 euros.
"Deputy Mayor Nađa Ljiljanić has had eight official trips this year since the beginning of her term: Belgrade (February), Zlatibor (April), Paris (May), Novi Sad (October), Kolašin (October), Lyon (October), Paris (October), Paris (November)," the Public Relations Department of the Capital City responded to "Vijesti".
"Vijesti" requested information from the Podgorica administration on the amounts paid to the mayor, his deputies and secretaries of the secretariat based on daily allowances for official trips, but also for work in committees or working bodies of the Capital City.
The Public Relations Department received responses for the mayor and two deputies, with a promise to deliver the information for the secretariat secretaries next week.
According to the submitted data, only Ljiljanić was paid for her work in working groups and committees.
"Based on the deputy's membership in the committees (Committee for Non-Governmental Organizations, Commission for Women's Entrepreneurship, Commission for Sports Development), from July 2025 to October 2025, Nađa Ljiljanić was paid 1.350 euros from the budget of the Capital City," they responded, noting that these are records of the Secretariat for Financial Affairs and Budget Analysis.
They note that official travel of employees in the Capital is enabled by the internal procedure on official travel in the country and abroad.
According to that document, an official trip is understood to mean "any trip made by an employee on the order of a manager, in order to perform a specific official task."
The procedure also requires that an advance payment be paid for business trips, which must be justified - employees are required to submit a completed and certified travel order, an invitation letter, and a conclusion on approval of the business trip.
Since the beginning of his mandate, Mujović has made one official trip to Brussels, from November 18 to 19 this year.
"On this basis, an advance payment of 164 euros was paid from the budget of the Capital City - a daily allowance. The Mayor did not receive compensation for membership in committees and working bodies, or groups," the Capital City said.
His second deputy, Boris Spalević, made two official trips outside Montenegro during the year.
"He went to Belgrade (February) and Paris (May). On that basis, an advance payment of 449,74 euros was paid from the budget of the Capital City for daily allowances. The Deputy Mayor did not receive compensation for membership in committees and working bodies, or groups."
When it comes to representation since the beginning of the year, they said, a total of 2.775 euros have been spent on the Mayor's Office:
"Of which 2.001 euros were allocated for the organization of Iftar in April this year."
According to the Draft Budget of the Capital City for 2026, 161.000 euros have been allocated for official travel at the city administration level.
Of that amount, 15.000 euros were allocated to the Mayor's Office, 5.000 to the International Cooperation and Partnerships Office, and 2.000 to the Chief Administrator's Office.
A total of 16.000 euros has been earmarked for the Services of the Chief City Architect and the City Assembly on this basis.
During the central public discussion on the draft of this document, the Secretary of the Secretariat for Financial Affairs and Budget Analysis of the Capital City Balša Spadijer he reminded "that there is a procedure related to official travel".
"If it is a business trip abroad, it is approved by Mayor Saša Mujović. Daily allowances are paid for business trips, so they must be justified through documentation. The capital does not monitor these business trips, but they are financed only for employees in the city administration," Špadijer said recently, adding that the costs of business trips for employees in the city administration are "on the decline."
