Vladimir Martinović was unlawfully dismissed from the position of director of the Public Enterprise National Parks of Montenegro (NPCG) at the end of 2024 - the Podgorica Basic Court of First Instance ruled and annulled the decision of the Government of Montenegro to dismiss him.
The court found that the Government's decision was unlawful and made without sufficiently clear and accurate explanations.
The verdict, which Vijesti had access to, and which was signed by judge Arsenije Gatolin, states that the court concluded that the data cited by the Government as the reason for Martinović's dismissal, such as the decline in revenues and the increase in expenditures, were misrepresented, meaning that the years and amounts were replaced.
According to the expert's findings and the audit, the National Parks ended 2023 in the red, while there was a red in 2022, contrary to what was stated in the dismissal decision.
The court emphasized that Martinović was not given the opportunity to comment on the alleged shortcomings in his work before he was dismissed, nor did the Government provide evidence that he had previously been warned about the irregularities.
The court found that the reasons for the dismissal were insufficiently explained and that the decision appeared arbitrary. For all of these reasons, it was ruled that the Government's decision be annulled.
The state is obligated to pay Martinović 756 euros for procedural costs within eight days of the verdict becoming final.
