President of the Municipality of Budva Nikola Jovanovic made a decision that the local government build a Boxing Academy on the plot between the "Danilo Kiš" Secondary Mixed School and the Mediterranean Sports Center - a multi-purpose sports facility, with a sports hall specialized in boxing.
The document signed by Jovanović, the Draft Decision on Determining the Location with Elements of Urban Planning and Technical Conditions for the Development of Project Documentation for the Construction of a Local Facility of General Interest - a Sports Facility, a Multipurpose Sports Hall with a Specialized Hall for the Boxing Academy in Budva, is under public discussion.
The Municipality's intention to build a Boxing Academy on the only available location, right next to the "Danilo Kiš" Secondary School, was met with opposition from the management of that school. Director Krsto Vuković He emphasized that the Municipality is beginning a process by which the "Danilo Kiš" Secondary School will permanently lose the chance to resolve the issue of the physical education hall.
"According to the announcement, a sports complex and facility for the so-called Boxing Academy will be built right next to the school building, for which there has long been an offer on the basis of a private-public partnership to be built with private capital so that the school would get a hall and the boxers their center upstairs, with the right to manage it for a period of at least 20 years. This, as unofficially claimed, was immediately rejected, and after some time it was accepted for boxing, but without the school," Vuković wrote on the social network Facebook.
It says "what good is physical education to children and what good is school in general to them?"
"There will be enough diplomas on punching bags in that "Boxing Academy". To all of you who boxed out the project and forgot about your own and other children in this city, I congratulate you on your vision, sense and magnificent support for the school. First you took away our yard and made a public space for walking dogs, then you installed a parking lot that you charge teachers for, and now you are taking away the right to healthy physical development from future generations. Bravo, go ahead and be arrogant, lightning bolts from heaven! Happy work!", said Vuković.
The decision, which is under public debate, states that it determines the location for the Boxing Academy, in accordance with the request of the Budva Boxing Club and the Boxing Federation of Montenegro for a decision, dated May 5 this year, and the Program Task of the Chief City Architect "which contains elements of urban planning and technical conditions and guidelines for the design and materialization of the space for the preparation of project documentation."
It is emphasized that the location is outside the scope of the valid detailed planning documentation.
The Secretariat for Urban Planning and Sustainable Development of the Municipality of Budva, as stated, on July 17th addressed the Office of the Chief City Architect with a call for submission of the project terms of reference for the preparation of the Draft Decision on Construction. The project terms of reference is signed by the Chief City Architect Jelena Lazic.
“The general urban plan of the coastal belt of the municipality of Budva for the Budva - Bečići sector provides for the education zone to cover the area between the primary and secondary schools in Budva. For the aforementioned area, a detailed development plan for the DUP “Dubovica 2” is planned, which has not been adopted. The terms of reference define the purpose, objectives, scope and rules for developing a conceptual design for a multi-purpose city sports hall for team sports (basketball, volleyball, handball, five-a-side football) and individual sports with the possibility of using it for the purposes of holding physical education classes at school and a specialized hall for the Boxing Academy in Budva. The facility is intended, on the one hand, for the development of sports, recreation and the organization of local competitions in education, and on the other hand, the facility is intended for the development of specialized Olympic sports, the development of top athletes, the holding of international competitions, and thus raising the reputation of the city and the state, the development of infrastructure and the promotion of sports among the population and the development of sports tourism. The justification for the construction of such a sports facility stems from the lack of adequate space for sports activities and training processes in Budva, as well as based on the top sports results that the Budva Boxing Club has achieved in the previous period and the international events that it has organized in cooperation with the Municipality," the terms of reference state.
As stated, the increased number of children and youth involved in sports programs, as well as the growing interest in boxing, imposes the need for modern infrastructure that can respond to these demands.
"The training process of the Budva Boxing Club is currently taking place in the basement of an elementary school. Budva is facing a lack of modern sports infrastructure, not only for general physical training and recreation, but also specialized sports facilities for top Olympic sports. Existing sports facilities do not meet modern standards and requirements for the development of top Olympic sports. Boxing is one of the Olympic sports with the longest history," the document states.
As it is emphasized, the planned facility is intended for professional and recreational sports activities, and includes two basic functional units.
“A multi-purpose sports hall with the possibility of using it for basketball, handball, indoor football and volleyball, intended for training, recreational activities and smaller competitions with the presence of an audience; A specialized boxing hall with accompanying content for the training process and competitions. The facility should be designed as a modern sports infrastructure available to different categories of users, including athletes, coaches, referees, club staff and visitors. On the ground floor, the facility should contain a multi-purpose sports hall with clearly marked courts and dimensions that enable the holding of various sports such as basketball, volleyball and indoor football. It is necessary to foresee stands with a capacity of about 250 seats with additional folding stands, which ensures flexible use of the space. A separate unit should be a boxing hall with rings and stands with about 150 seats, which must be designed to meet the requirements of the professional training process and the organization of competitions. On the ground floor, it is also necessary to place changing rooms with showers and toilets for athletes, coaches and judges, as well as a concierge with entrance supervision. Also provide for storage rooms for sports equipment, technical rooms for installations and systems, and rooms for the work of the sports club. The facility should include a gym to support the training process, offices for administration and management of the facility, and additional locker rooms and auxiliary facilities for athletes and staff. It is recommended that the facility have a ground floor and one floor, and may have basement or cellar rooms for technical needs," the project terms of reference emphasize.
