The facility is intended, on the one hand, for the development of sports, recreation and the organization of local competitions in education, and on the other hand, the facility is intended for the development of specialized Olympic sports, the development of top athletes, the holding of international competitions, and thus raising the reputation of the city and the state, the development of infrastructure and the promotion of sports among the population and the development of sports tourism. The justification for the construction of such a sports facility stems from the lack of adequate space for sports activities and training processes in Budva, as well as based on the top sports results that the Budva Boxing Club has achieved in the previous period and the international events that it has organized in cooperation with the Municipality," the terms of reference state.

As it is emphasized, the planned facility is intended for professional and recreational sports activities, and includes two basic functional units.

“A multi-purpose sports hall with the possibility of using it for basketball, handball, indoor football and volleyball, intended for training, recreational activities and smaller competitions with the presence of an audience; A specialized boxing hall with accompanying content for the training process and competitions. The facility should be designed as a modern sports infrastructure available to different categories of users, including athletes, coaches, referees, club staff and visitors. On the ground floor, the facility should contain a multi-purpose sports hall with clearly marked courts and dimensions that enable the holding of various sports such as basketball, volleyball and indoor football. It is necessary to foresee stands with a capacity of about 250 seats with additional folding stands, which ensures flexible use of the space. A separate unit should be a boxing hall with rings and stands with about 150 seats, which must be designed to meet the requirements of the professional training process and the organization of competitions. On the ground floor, it is also necessary to place changing rooms with showers and toilets for athletes, coaches and judges, as well as a concierge with entrance supervision. Also provide for storage rooms for sports equipment, technical rooms for installations and systems, and rooms for the work of the sports club. The facility should include a gym to support the training process, offices for administration and management of the facility, and additional locker rooms and auxiliary facilities for athletes and staff.
