At today's session, chaired by Prime Minister Milojko Spajić, the Government was briefed on the Information regarding Botun.
In this Zeta settlement, the construction of a wastewater treatment plant is planned, which the locals oppose.
The government announced that they have adopted 12 conclusions that, among other things, envisage continuously monitoring the level of harmful gas emissions that can potentially be produced by the operation of the wastewater treatment plant in Botun.
It is also planned to suspend the operation of the wastewater treatment plant without delay if, during the measurement of harmful gas emissions, it is shown that the level of harmful gas emissions exceeds the limits set by Directive IED 2010/75/EU.
It is also planned to initiate, without delay, the procedure for the rehabilitation of the red mud pool in Botun, as well as the hazardous waste landfill in the KAP zone; that the plant not be put into operation until the rehabilitation of the red mud pool in the Botun MZ is completed; and that amendments to the State Waste Management Plan 2025-2029 be prepared in such a way as to delete the provisions defining that hazardous waste can be temporarily disposed of within the KAP.
It is also planned to build a sewage network and enable connection to a wastewater treatment plant for about 30 percent of households in Zeta (covering Gornja Zeta), and that the sewage network will be maintained by Vodovod doo Podgorica until the formation of the Vodovod Zete company;
The conclusions also stipulate that the existing wastewater treatment plant will remain operationally available for at least two years after the commissioning of the plant in Botun; that priority for employment in the new plant will be given to residents of Botun, i.e. the Municipality of Zeta; and that a representative nominated by the Municipality of Zeta will be delegated as the president of the Management Board of the wastewater treatment plant;
It is also planned to initiate discussions with the Municipality of Zeta so that the ownership structure of the wastewater treatment plant is shared (between the Capital City of Podgorica and the Municipality of Zeta); to delegate a representative proposed by the Municipality of Zeta as a member of the Implementation Body for Supervision of the construction of the wastewater treatment plant; and to publish the Contract for the construction of the wastewater treatment system as infrastructure components, 1, 2 and 3 of the project "Wastewater Collection and Treatment in Podgorica", from June 10, 2022, after obtaining the consent of the third party.
