He recalled that the Law on Alternative Dispute Resolution was amended and improved this year, creating better conditions for a more accessible, efficient and predictable procedure.

"It is encouraging that an increasing number of citizens, business people and institutions recognize mediation as a faster, more efficient and more accessible alternative to court proceedings," said Sekulović.

He said that the two-year Alternative Dispute Resolution Development Program 2023-2025 has been implemented and that the final report on the implementation of that program provides key recommendations that should guide the further improvement of mediation procedures.

"In the coming period, we should analyze the needs and possibilities of introducing mediation in certain administrative areas, consider developing manuals that would facilitate the application of this institute, and work on more intensive training of mediators and their improvement, but not only them, but also on the education of judicial institutions, who are key partners in this process," Sekulović added.

He emphasized that mediation represents not only an alternative to court proceedings, but also a cultural change in the approach to conflict resolution, a change that leads to greater public trust in the legal system and relief for the courts.

"Our goal is not just the existence of a stable legal framework, but the real, broad and everyday application of mediation as an active instrument of justice. We want a society in which conflicts are resolved reasonably and constructively, and the legal system is based on efficiency, trust and cooperation," said Sekulović.

According to him, mediation is not just a form of procedure.

"It is a cultural and social change in mindset, a call for dialogue instead of conflict, for cooperation instead of confrontation. The Ministry of Justice remains firmly committed to supporting and further strengthening this change," said Sekulović.
