The general hospital in Pljevlja is planned on a plot of 15.220 square meters in the northern part of the city, and will have two basements, a basement, a ground floor and one floor, while two abandoned buildings will be demolished and pine, spruce and elm trees will be cut down for construction on this site. Medical waste from this future hospital will be transported to Podgorica, namely the Clinical Center, where it will be incinerated.
This, among other things, is stated in the documentation that the Ministry of Health submitted to the Environmental Protection Agency, in order to decide whether they need a green permit for this project - the Environmental Impact Assessment Study.
The construction of the General Hospital in Pljevlja was awarded in October last year, through a tender, to a consortium consisting of the Belgrade company "Termomont" and Podgorica's "Fidija", and the project is worth 38.694.602 euros. The hospital is being built on the "design and build" principle.
The area of the building after construction will be almost 24.000 square meters, while access sidewalks, plateaus and pedestrian paths are planned around the ground floor and basement. 7.000 square meters of greenery are also planned around the hospital, i.e. parks with benches and planters, while there will be 14 parking spaces on the outside, two of which are for people with reduced mobility. The garage will have 16 of these spaces and a total capacity of 316 parking spaces.
"There are a certain number of Picea concolor, Picea abies, Pinus sylvestris and Ulmus sp. (elm) trees in the area of the site and all trees will be removed from the site, which will have a negative impact on the biodiversity of the site. There are two abandoned single-storey buildings on the site that will be removed. There are no protected buildings and cultural and historical heritage assets on the site and its immediate surroundings. The nearest residential building is about 15 meters away from the site as the crow flies. The facility will not treat medical waste, but the waste will be transported to a device located within the Clinical Center in Podgorica, where its thermal treatment, or incineration, will be carried out," the documentation states.
The future hospital will be accessed from Lovćenska and Save Kovačevića Streets, and will be located on a total area of 15.226 square meters within the scope of the Detailed Urban Plan "Mali logor". The basements will serve as service and technical rooms, garages and entrance control, while the basement is planned to house a technical block, medical gases, sterilization, laundry, kitchen and pharmacy, infectious diseases department, physical medicine, obstetrics and maternity ward.
According to the document, the ground floor is planned to have an entrance hall with a polyclinic, laboratory, pediatrics, administrative area, radiology, emergency and surgical blocks, as well as a morgue, while the first floor will house pediatrics, internal medicine, surgery, cardiology, neurology and coronary intensive care.
"From a spatial perspective, the impact of the construction and operation of the General Hospital in Pljevlja on the environment will be local in nature. From a strength perspective, the negative impacts during the construction and operation of the facility will not be significant. The greatest negative impact during the construction and operation of the facility on certain segments of the environment may occur in the event of an accident, primarily a fire and oil and fuel leaks from vehicles that will transport and transport materials," the document states.
The Ministry of Spatial Planning, Urbanism and State Property issued the urban and technical requirements for this project in early October this year.
The former Capital Projects Administration selected the “Termomont - Fidija” consortium in a tender that lasted from June 11 to July 12 last year. The contract was signed in October of that year by the Director of the Administration Esmin Bećović and a representative of the consortium Dejan BurčulAccording to the tender, the consortium has six months from the signing of the contract to complete the main project, and three years from the start of work to build the hospital.
The company “Fidija” is registered for the construction of residential and non-residential buildings, and was founded in Podgorica in 2002. The subcontractors on this project are the Danilovgrad-based companies “ING Invest”, “VING”, and Podgorica-based “Geoprojekt”, “Paming”, “Verde projekt”, as well as “Geo Max Group”.
The Ministry of Spatial Planning, Urbanism and State Property previously announced an international competition for a conceptual architectural design for a hospital in Pljevlja, and the first prize, namely 37.000 euros, went to a team of authors from Turkey.
It should start this year, it will start next year.
Although Prime Minister Milojko Spajić and Minister of Health Vojislav Šimun In October last year, they announced that the construction of a new hospital in Pljevlja would begin this year - it is certain that construction work will only begin in 2026.
Šimun said at the time that they expect work on this hospital to begin between July and September 2025.
"The new hospital, one of the most important investments for Pljevlja, will have a gross area of 26.540 square meters, with 16 functional units and a capacity of 140 hospital beds, along with modern operating rooms, intensive care and specialized clinics," he said.
The Ministry of Health told Vijesti in August this year that work will begin immediately after the review of the main design and obtaining a building permit are completed. They emphasized that there are currently no obstacles to the implementation of the project.
Spajić stated last year that the hospital in this northern municipality was last built in the 60s, and that, after decades of empty promises, it is time for citizens to receive state-of-the-art healthcare from the state.
