The Podgorica Public Institution for Accommodation, Rehabilitation and Resocialization of Psychoactive Substance Users (Kakaricka gora) could have almost a million euros at its disposal next year, most of which will be allocated for employee salaries, equipment and maintenance, according to the institution's work program for the coming year.
Councilors are expected to discuss the work of the institution during a session scheduled for December 23rd.
The program reminds us that the goal of Kakaricka Gora, which is led by Marko Čađenović, to provide psychological and social protection to clients in order to “reduce the psychophysical consequences resulting from long-term use of addictive substances”.
It is also pointed out that the institution's budget plan for next year includes 659.300 euros for gross salaries of employees. The institution's capital expenditures could be slightly more than 100.000, while 34.000 euros are planned for administrative materials.
"Health care materials will amount to 14.000, while the costs of special materials for the kitchen could amount to 110.000 euros. Energy expenses are planned to amount to 45.000, while fuel is planned to cost 20.000 euros. Business trips are planned to cost 2.000, maintenance of buildings 7.000, a passenger vehicle 25.000, while public order and security equipment is planned to cost 12.000 euros. The renovation of toilets and ceramics of the water supply and sewage system in the men's block could cost 20.000 euros each," it states.
In the Kakaricka Gora Program for 2026, they also remind us of the costs that the institution had during this year:
“Net wages amounted to 401.141, administrative materials 26.818, health care materials 11.390, while materials for special purposes amounted to 96.837 euros. Expenditures for services totaled 13.856, and for current maintenance 11.878 euros.”
It is also emphasized that within this public institution there are three organizational units, namely sectors for general affairs, as well as treatment of addicts. Activities within individual and group therapy are also specified.
“Professionals will organize the following group modalities: psychotherapy groups (which involve the use of techniques and interventions from various psychotherapy modalities), collaborative groups (which involve participation in the group dynamics of life, which is the primary therapeutic agent), and self-help groups (which involve older clients in recovery implementing experiential groups with newly arrived clients).”
According to the document, psychological workshops are also planned, which will cover several topics - constructive conflict resolution, frustration, setting personal and interpersonal boundaries...
Individual therapies will, it says, be conducted with the aim of overcoming problems revealed during group work:
"Through individual work, it is very important to strengthen the client's personality and enable them to see themselves in a different way, to form a new identity that will not be based on the dependent role they have had for a long time and which has defined their previous functioning."
In addition to individual and group therapy, Kakaricka Gora will continue to implement sports and recreational activities, work with clients' families, and cooperate with important institutions and organizations.
The document also states that the institution "has no debts in the current year and does not plan to have any for the next year."
They remind that the Decision on Determining the Price of Accommodation, Rehabilitation and Resocialization of Clients in Kakaricka Gora "sets the price of services for Montenegrin and foreign citizens at 1.000 euros per month."
"The same Decision states in Article 2 that the participation of clients who are Montenegrin citizens in the total price amounts to 230 euros per month. The Ministry of Labor and Social Welfare issued a decision on April 3, 2015 on determining the prices of services in social and child protection institutions, which states that the participation of the Ministry of Labor and Social Welfare in the amount of 150 euros per month is for the Public Institution. The remainder of the total amount on a monthly basis is borne by the Capital for each client, regardless of their place of residence," the document states.
