Democratic councilors in the Municipal Assembly (MA) of Bar have announced that they will not give up on their initiative to include one million euros in the 2026 budget of the Municipality of Bar for subsidies for social housing, which they previously proposed, and will act as an amendment.
They sent such a proposal to the Secretariat for Finance and requested that it be a new, clearly defined item in the budget.
The Democratic councilors said that this proposal is based on the real needs of the citizens of the municipality of Bar, especially socially vulnerable categories of the population who are facing difficult housing conditions, rising rent prices and the unavailability of adequate housing.
Following their initiative, compared to the Draft Budget, which envisaged an amount of 281.500,00 euros, the available funds within the economic classification "421-8-1" - Other rights in the field of social protection - implementation of the Local Action Plan for Social and Child Protection and Improvement of Social Inclusion were increased to the amount of 1.700.000,00 euros.
"We consider this increase a positive step and confirmation that the need for additional investments in the field of social protection has been recognized after our initiative," they announced, adding that they believe it is of utmost importance that the social housing subsidy measure be separated and specified through a separate budget item.
This would ensure greater transparency in planning and spending of budget funds, they said, more clearly define the purpose of the allocated funds, as well as easier monitoring of the implementation of this measure during the budget year.
"Also, a special budget item would enable better control of the effects this measure has on improving the living conditions of the most vulnerable citizens and provide stronger institutional support for the development of a sustainable social housing system in the municipality of Bar," the statement from the Democratic Municipal Council members reads.
With this amendment, they said, they are asking for a clear and unambiguous allocation of one million euros for subsidies for social housing, because this is a measure that is in the interest of the entire community, especially those citizens who need help the most.
"We believe that there are no political or other differences that could be an obstacle to supporting such a solution, because social security must be above all divisions," they said, adding that they expect the support of all councilors in the Bar Municipal Assembly, as an expression of a responsible attitude towards citizens and their real life problems.
By adopting this amendment, they concluded, they would send a clear message that the Municipality of Bar is ready to respond systematically and in a planned manner to the challenges in the field of social housing.
