Slobode Street in the inner city of Bijelo Polje is difficult to walk along these days due to the dirt and the unbearable smell of bird droppings. The responsible utility company "Lim" says that according to the contracts, they do not clean it in winter conditions, but that they will clean it if they receive an extraordinary order from the Municipality, from which they again remind that these are regular tasks of the utility company.
Residents of the city's central street and bar owners point out that the stench and dirt, mixed with fog and polluted air, have long made them want to vomit.
Several bar owners told "Vijesti" that they are struggling with this problem and that they are forced to clean part of the street around the bars, as well as chairs and tables, which deteriorate faster that way.
As the lawyer warned Muamer Suljevic The situation is causing concern among citizens who, among other things, are increasingly avoiding that street, fearing health problems.
In his letter to Komunalni, Suljević reminded that the Constitution of Montenegro guarantees the right to a healthy environment, and that the Law on Communal Activities clearly defines the arrangement, maintenance and cleaning of public areas as an activity of public interest, which is entrusted to the communal company.
Director of Communal Muradif Grbović He told "Vijesti" that on December 11th they received a request for urgent cleaning, washing and regular maintenance of Slobode Street and the removal of sources of danger to human health, but that they do not provide these services in winter conditions.
"The annual program for performing communal services for 2025 precisely determines the dates in which regular street washing is carried out in the territory of the municipality, and as a service provider, we are obliged to adhere to it. In addition to the regular plan stipulated in the annual program, extraordinary street washing is also carried out. Extraordinary washing can be carried out exclusively on the basis of an order from the competent secretariat, which assesses the existence of justified reasons for such an intervention. We note that during periods when the air temperature is close to 0°C, street washing is not carried out due to the risk of ice formation, which could cause additional damage and risk to the safety of citizens," said Grbović.
He stated that if the competent Secretariat for Housing, Communal Affairs and Transport sends a request, or an order, for emergency washing, the procedure will be carried out as soon as possible, depending on favorable weather conditions.
The Secretariat said that street washing is part of regular maintenance, according to the contract, that they clean and maintain the streets, and that if temperatures permit, the streets will be cleaned.
