Dragićević announced in a post on the social network Facebook that, allegedly, at the time of the visit, even though the break was over, they found no one at work in the Municipal Inspection, and that the inspectors "were not doing their job":

"But they are testing the severity of a single mother and want to take away her therapy dog," he said, calling on fellow citizens to be at the address where the Mihajlovićs live (Multezira Karuđuzovića Street, entrance 37/A) on December 23 at 10 a.m. and prevent "violence."

As previously reported, Mihajlović acquired the Bichon dog for her child after her husband's death, at the suggestion of a psychologist. A few days ago, because she did not act according to the previous instructions, she received an administrative enforcement decision, based on which the dog is scheduled to be taken away from Mihajlović on December 23.

In their response to "Vijesti" yesterday, the Podgorica Metropolitan Police Department reminded the public of the chronology of events regarding the case. They said that the president of the residents' assembly at 21/23 Murtezira Karađuzovića Street filed several written initiatives against Mihajlović, "regarding the disturbance of the house order - in the building by the barking of the dog and the way the owner treats the dog."

"The municipal police service informed our authority that they had issued an order to fine the dog's owner for disturbing the house order in the building. Taking into account all of the above, the municipal inspector carried out an inspection and issued Decision No. UPI 19-714/25-74/2 of 18.02.2025. which ordered Danijela Mihajlović to create conditions and prevent further disturbance of citizens by the barking of her pet dog," the Podgorica UIP told the editorial office.

The president of the tenants' assembly, they added, continued to file numerous complaints:

"Pointing out that the dog continues to disrupt the house rules and that the owner treats the dog inhumanely, she leaves it alone, locked in the apartment and vehicle. The same person also contacted the Protector of Human Rights and Freedoms of Montenegro. Acting on numerous reports, municipal inspectors visited the location of the apartment and found the dog barking on several occasions," said the Capital City Police Inspectorate.

Since the dog's owner, they added, did not create conditions for the dog to not disturb the house rules, the inspection issued a new decision on November 6th (UPI 19-714/25-74/3), ordering her to remove the pet within three days.

"And thus prevent further harassment of the tenants. Since the dog's owner did not act on the aforementioned decision, the administrative execution of the decision has been scheduled for December 23, 2025."

The enforcement, as stated, will be carried out by the Capital City Police Department, "with the engagement of the cleaning service" of Podgorica's "Čistoća".

Regarding keeping pets, around 30 written initiatives have been submitted to the Capital City's Pet Inspection Office since the beginning of the year, and some have also been submitted by telephone.

"The most common reasons for filing reports relate to disturbing the house order by barking dogs, keeping dogs, releasing owner's dogs, keeping dogs without conditions, feeding dogs at the entrances to buildings, requests to place the owner's dog in a shelter, and reports relating to abandoned pets around schools, buildings, streets and other places," they told "Vijesti".

They said that pets are kept in accordance with regulations on animal welfare, veterinary medicine, nature protection, public order and peace, and the provisions of the Decision on the conditions and manner of keeping pets and the manner of dealing with abandoned and lost pets (decisions are made by each local government, ed. new).

The Podgorica UIP also said that the veterinary inspector controls the keeping of dangerous dogs and shelters for abandoned and lost pets, and that the responsibilities of the municipal inspector are prescribed by local decision.
