Urban planning and construction inspectors of the Directorate for Inspection Supervision of the Ministry of Spatial Planning, Urbanism and State Property have begun implementing the decision to remove several illegally constructed structures in the territory of the municipality of Žabljak.
As announced by the ministry, this implements a decisive policy of zero tolerance towards illegal construction.
"Decisions on removal are implemented through the Executive Service of the Ministry of Spatial Planning, Urbanism and State Property, without exceptions and with strict application of applicable legal regulations. The objects that are the subject of enforcement were built after the satellite survey of July 2025, which is why they absolutely do not meet the legal requirements for legalization. Additionally, they are located in zones where, according to the applicable planning documentation, it is not possible to issue a building permit, and therefore they cannot be registered in the real estate cadastre or legally exist in the area," the statement reads.
The ministry says that all illegal structures built after the satellite image from July 2025 will be removed, completely and without delay, in accordance with the dynamics of issuing and executing final decisions by inspectors.
"Today's action represents a turning point in the fight against illegal construction and the beginning of its systemic suppression in Montenegro," the statement reads.
