The Ministry of Health announced that, with the support of the World Health Organization (WHO), they have developed an Action Plan for Improving Health Equality for Persons with Disabilities in Montenegro for 2025/27.

"The Action Plan was developed in accordance with the WHO Guide to Action for Persons with Disabilities and the Health Development Strategy of Montenegro, with the participation of representatives of state institutions, international organizations and civil society organizations dealing with the protection of the rights of persons with disabilities," they point out.

The goal of the Action Plan, as they said, is to reduce health inequalities faced by people with disabilities, through strengthening the health system, especially primary health care, in accordance with the principles of universal health care and the goals of sustainable development.

The plan includes 17 key areas of activity, and the Ministry of Health will, they announce, establish mechanisms for its implementation, monitoring and adjustment.

The focus is also on improving the quality of health services, financial protection of citizens, better management of the health system, improving infrastructure, and strengthening preparedness for health emergencies.

They say that by developing this Action Plan, Montenegro "confirms its strong commitment" to equality in healthcare and improving the position of persons with disabilities, in line with national and European priorities.

The Ministry of Health thanked civil society organizations that contributed to the development of the document.
