At a session on Tuesday afternoon, Ulcinj parliament members adopted the budget for 2026, planned for the amount of 23,8 million euros, and gave their consent to the Agreement on the Establishment of a Company for the Management of the Ulcinj Saltworks Nature Park.
"Excellent decision by the parliament, we have shown responsibility," the mayor of the municipality told "Vijesti". Genci Nimanbegu, commenting on the decision to establish a company that will manage the Ulcinj saltworks.
An amendment to the proposed decision was also adopted, stating that the founders will adopt the act on the establishment of a LLC for the management of the Nature Park within 20 days of the decision. Previously, the Government of Montenegro and the Municipality of Ulcinj agreed on the formation of a joint venture that will manage and develop the Nature Park "Ulcinjska Solana" with a capital of four million euros over the next five years.
The establishment of the company is planned for the beginning of next year, and the Government will participate in the financing with 60 percent, while the remaining 40 percent will be provided by the Municipality of Ulcinj. The company will initially have only one employee - the director.
Nimanbegu said that negotiations with the Government are still pending.
Numerous objections to this agenda item were raised by the councilors of GP URA, who resent the majority for agreeing not to be the majority owner in the company.
The budget of the Municipality of Ulcinj for 2026 is planned in the amount of 23,862 million euros, which is 24,19% more, or 4,648 million euros, compared to the budget plan for 2025, which was set at 19,214 million euros by the rebalance.
Democratic councilor Bojan Ćetković submitted three amendments to the budget decision proposal, but none received the required majority.
Ćetković requested that the NGO KUD "Sveti Nikola" Ulcinj be allocated an amount of 10 thousand euros under the item "Transfers to NGO organizations", that an amount of 100 thousand euros be allocated for subsidizing stay and meals in a state kindergarten, and that the benefits for newborns be increased from the current 35 thousand euros to 70 thousand euros.
The government planned to collect 13,36 million euros in the city treasury based on its own revenues (local taxes, fees, charges and other local revenues) in the coming year, and 2,7 million euros from assigned revenues (revenues from personal income tax, revenues from concession and other fees for the use of natural resources granted by the state, and the annual fee for the registration of road and motor vehicles). Funds carried over from the previous year amount to two million euros, donations to one million, transfers to 4,35 million euros, and loans and credits to 400 thousand euros.
Capital expenditures are planned in the amount of 6,87 million euros and account for 28,78% of the total planned budget expenditures.
It is planned that the Secretariat for Investments will invest half a million euros for the reconstruction of Kosovska Street - Phase I, 600 thousand euros for the construction of Street 18 and the part of Street 5 connecting Solanski Put with Teuta Boulevard, and 150 thousand euros for the development of Skenderbeg Square near the Municipality building.
The construction of a parking lot on Turizam Street between the new and old bridges at Port Milena will cost 128 thousand euros, the construction of sewers and collectors 200 thousand euros, the expansion of the Mandrać mooring 250 thousand euros, the improvement of the DSFilipaj sidewalk 250 thousand euros...
Expenditures for local infrastructure of the Secretariat for Communal and Housing Activities amount to 1,18 million euros. For the construction of sidewalks and the Vladimirske Kruta - Vladimir Center roundabout, the first phase, 150 thousand euros are planned, as well as for the development of the center of Vladimir. For the development of the city park, 150 thousand euros are planned, and for the reconstruction of municipal and uncategorized roads, 200 thousand euros.
As an addition to the agenda, a proposal for a decision on the proclamation of the boundaries, status, category and regime of the protected area of nature of the Natural Monument "Velilka plaža near Ulcinj" was adopted, as well as proposals for decisions on granting approval to the work program and financial plan for 2026. LLC for the preservation and protection of biodiversity, breeding and hunting of game and fishing, Public Institution Center for Culture, LLC "Možura", Public Institution Day Center for Children with Disabilities and Developmental Difficulties "Sirena", Ulcinj Planning Agency and Ulcinj TO.
