Councilors from the opposition Movement Together We Build Kolašin (DPS, SD, SDP and non-party figures) will submit 19 amendments to the draft Budget Decision for 2026. The focus is on improving the social position of citizens, supporting young people, improving the sports and cultural scene, and investing in local infrastructure.
Among the most significant social measures, the proposal to introduce an account for "co-financing of rent costs for young married couples" in the amount of 50.000 euros stands out. The opposition sees this as a systemic measure for demographic stability and retaining a young population, following the example of Cetinje and Bijelo Polje, and the funds would be provided by increasing revenue from real estate sales tax.
Also, “subsidies for children’s sports club membership fees” in the amount of 30.000 euros have been proposed, in order to reduce the financial burden on families and enable equal access to sports activities for all children. For vulnerable categories of the population, 50.000 euros are foreseen for “subsidizing the prices of utility services”, while 8.000 euros would co-finance “subsidies for school excursions”, “ensuring that all children have access to educational and cultural content”.
Pensioners with minimum incomes and those in social need, if the opposition amendment receives support in the local parliament, would have a one-time financial assistance for medicines and transportation, for which 20.000 euros have been proposed. Also significant is the increase in funds for scholarships for the best students from 24.000 to 36.000 euros, which is accompanied by a proposal to amend the Decision on Student Scholarships, which would reduce the average for scholarships from 9,00 to 8,50 and double the monthly amount to 200 euros.
A large part of the amendment is aimed at improving the municipality's capital infrastructure. It is proposed to reconstruct the road in the village of Pješčanica, which requires 200.000 euros, and to light 29. decembra Street, which requires 20.000 euros, as well as to build a playground for children and an outdoor gym, which requires 20.000 euros.
The construction of a street between Milivoje Bulatovića Street and Boško Rašovića Street was also proposed for 300.000 euros, with the explanation that the investor of the nearby Eurozox building had already paid the fee for the utility equipment. The construction of a bridge in Trebaljevo for 50.000 euros, the reconstruction and expansion of Jagoša Simonovića Street for 100.000 euros, and the construction of a sidewalk in Dunje Đokić Street for 30.000 euros were also planned.
In order to plan long-term urban development, the opposition is asking for 20.000 euros for a conceptual design for underground city garages under the squares. The reconstruction of Mirko Vešovića Street has also been proposed for 300.000 euros, for which the technical documentation is already ready.
To support economic development, the amendments envisage increasing subsidies for young entrepreneurs from 30.000 to 40.000 euros, with the aim of creating new jobs and reducing youth unemployment.
In the field of culture and sports, it is proposed to increase the funds for the Ultra Trail Marathon (from 6.000 to 8.000 euros) and the Cultural Event “Korifej” (from 7.000 to 15.000 euros). A special amendment refers to the celebration of the 100th anniversary of the football club “Gorštak”, for which 10.000 euros should be allocated. The opposition also proposes the purchase and installation of cameras (7.000 euros) at critical locations for improper waste disposal, in order to improve communal order and protect the environment. It is also proposed to increase the funds for the Red Cross from 50.000 to 60.000 euros.
For the implementation of all proposed initiatives, the opposition proposed redirecting funds from other budget items. The largest part of the funds would be provided by reducing allocations for municipal roads, equipment expenses, expenses based on service contracts, energy expenses, consulting services and projects, and certain sports and cultural events. Also, revenues from real estate sales tax and personal income tax were proposed as sources.
Through the explanations of their amendments, the Kolašin opposition emphasizes that these measures aim for transparent, fair and efficient budget implementation, with a clear focus on improving the quality of life of all citizens of Kolašin, encouraging demographic renewal and economic development. These amendments will be the subject of debate at the upcoming session of the Municipal Assembly, scheduled for December 27.
