Lawyer Miloš Vukčević, as the attorney for a large number of psychologists who have completed the "Applied Psychology" study program at the University of Donja Gorica, wrote a letter to Prime Minister Milojko Spajić, Minister of Social Welfare Damir Gutić, Minister of Education Anđela Jakšić-Stojanović, as well as the founders of the Chamber of Psychologists with a request to urgently stop, as he stated, the institutional collision in which the Ministry of Education recognizes and confirms their educational qualifications, while another Ministry actually annuls them.
Vukčević states in his defense that the serious dispute between the two ministries is already producing concrete and harmful consequences for citizens, and which, if not urgently stopped, threatens to grow into a broader legal and political responsibility of the state.
"I call on the Minister of Education, Anđela Jakšić Stojanović, to actively and directly get involved in solving this problem. Knowing the kind of person she is, that she has professional and personal integrity, I am convinced that she will invest her personal authority in order to protect the education system and prevent irreparable damage. This is not a matter of one student or one job - this is a systemic problem that affects a large number of people and compromises trust in the state. If the state does not want students from private universities, then it should not have issued them permits and licenses to work, nor accredited their study programs," Vukčević told Vijesti.
The Ministry of Education recognizes, accredits and validates the educational qualifications of this study program from UDG, while the Ministry of Social Welfare denies them legal effect, which effectively means declaring them insufficient, which is why psychologists who studied at this faculty are threatened with a ban on work.
Referring to the interpretation of the Ministry of Social Welfare, the founders of the Chamber of Psychologists of Montenegro, in a Public Call published on December 19, 2025, prevented a group of psychologists from UDG from participating in the Founding Assembly of the Chamber.
"These psychologists who already have an established employment relationship are threatened with loss of employment, while a large number of psychologists are effectively excluded from the labor market, even though they hold recognized state diplomas. The founders of the Chamber do not have the legal authority to determine who is and who is not a psychologist, nor to suspend rights arising from valid and recognized educational qualifications through a public call. The founding assembly formed in this way is legally compromised and exposed to a serious risk of legal challenge," believes attorney Vukčević.
He announced that if the competent institutions and the founders of the Chamber do not react urgently and do not correct, as he stated, the violation of rights, "court and compensation proceedings will be initiated, including challenging the legality of the entire process of establishing the Chamber."
"Responsibility for the consequences of such an outcome will not be abstract, but concrete and personal. This is not about the demolition of the Chamber of Psychologists, but about the elementary demand that it be established in accordance with the law, the Constitution and the principles of equality. The professional chamber must protect the profession, not divide it. There is still room for this problem to be resolved institutionally and reasonably," emphasized the representative of the group of psychologists from UDG.
In his address to the Prime Minister, Vukčević demanded that the Head of Government urgently initiate the harmonization of the actions of the competent ministries, and to ensure that recognized educational qualifications "are not derogated from by the interpretation of an unauthorized body."
"Prevent further irreparable and difficult-to-repair damage. Provide an institutional solution before the dispute moves to the exclusively judicial phase," the lawyer stated in the letter.
