The Zeta municipality announced that it will file criminal charges against the Minister of Interior Danilo Šaranović, Deputy Prime Minister Aleksa Bečić, Director of the Police Administration Lazar Šćepanović, and the director of the Podgorica city company "Vodovod i kanalizacija".

They told Nišavić that he was unwanted in Zeta and asked him and Podgorica Mayor Saša Mujović to avoid that municipality "widely."

They said this in response to Nišavić's interview for "Dan"Nišavić told the media outlet that the assistance of the Police Directorate in Botun was not requested by him, but by a member of the Municipal Police led by a cadre of the Democratic People's Party, which, as Nišavić said, was the only legal decision at that moment.

"Nothing can surprise us more than the worst director of the Waterworks, who has also had command responsibility since December 30th after ordering the Municipal Police of the Capital City, with him at the helm, to savagely try to break up a peaceful protest in Botun in the style of hooligans. That morning, the whole of Montenegro watched live who was in command and who was giving orders, and absolutely everyone saw it except him. Before him, the action was led from the office by Vesna Brajović, the current head of the office of the mayor of Posgorica, who brightens and dresses in the system of the Capital City," the reaction of the Municipality of Zeta reads.

They have told everyone who participated in "that shameful action" that "they will not escape criminal responsibility." They claim that there is a video that "clearly shows Nišavić breaking through the fence, and a municipal police officer next to him using pepper spray."

On December 30, the President of the Municipality of Zeta, Mihailo Asanović, accused Nišavić of trying to provoke an incident in Botun, claiming that it was recorded on video, but the local government has not since provided the alleged footage to any media outlet.

"In addition to him, the criminal charges will include the Minister of Public Security Danilo Šaranović, the Deputy Prime Minister Aleksa Bečić, who coordinates the security system, as well as the Director of Police Lazar Šćepanović, who a few hours after being appointed by phone in his full mandate, forcibly marched on a small village in Zeta. It is clear that you cannot do anything by force and you have seen that, you will not work and build a project without the consent of another local government and time will prove that to you. We clearly send a message to Mr. Nišavić that we have not forgotten any of his sneers and that we remember him well, hidden behind the municipal police officers on a mission to cause chaos and incidents so that the police, who were just waiting for his signal, would react," the Municipality added.

They told Nišavić that "the doors of Zeta are closed" to him.

"We are sending them a clear message again, you will not work in Zeta, you cannot keep 1.000 police officers in Botun for two and a half years, just as you cannot arrest the whole of Zeta because you did not even have a police car that morning, let alone such a large police junta. At the last moment you backed down and made the only sensible move, and now it is too late to call us honorable and fair, because you are unwanted in the territory of our municipality and in the spirit of how you behaved towards us, we will also behave towards you, that will be clear to you if you ever decide to come to Zeta and we are saying this to you in the most friendly way, taking care of your safety. The amount of anger that you personally and Saša Mujović have caused cannot be described in words, so we ask you to avoid Zeta by all means. As we have stated, you do not need to appreciate or respect us, the doors of Zeta are closed to you personally, Nišavić, and the best response you received came from your party colleagues who, because of you and your "They have arbitrarily left the party that you are destroying, and there will be even more of them in the coming period," the response reads.

Nišavić: Irresponsible individuals tried to conceal their contribution to the project

Police assistance in Botun was not requested by Nišavić from Democratic Montenegro, but by a member of the Communal Police led by DNP personnel, which was the only legal decision at that moment, Nišavić told "Dan", as reported by the media outlet.

Police intervened in Botun on December 30th, after locals refused to allow a Turkish contractor's machinery to enter the plot and begin construction of a wastewater treatment plant.

Nišavić says that in the past year they have invested enormous effort and energy in solving one of the biggest environmental problems in the country, but that in the process there has been "unacceptable gross manipulation of information and politicization of the project."

"There have been accusations and public confusion that have led to unjustified dissatisfaction among some citizens whose trust has been abused. Irresponsible individuals have tried to conceal their contribution to this project with unfounded and untrue accusations against individuals and political entities who have implemented the law and undertaken obligations in this process, as well as those who want to conceal them. In previous years, they have based their political programs on a negative campaign, and in the last two years they have made a significant institutional contribution to the implementation of this project in the planned scope, at the planned location, as evidenced by documents and facts," said Nišavić.

He adds that a key contribution to the construction of the facility at the planned location was made by the department headed by the New Serbian Democracy, which issued the building permit for the construction. This is the Ministry of Spatial Planning, Urbanism and State Property.

"During this period, representatives of the ruling majority in the Government, the Parliament of Montenegro and the Capital City Assembly voted several times for the DUP, budgets and other documents confirming the implementation of the project at the planned location and at the same time creating an obligation for the local self-government - the Capital City to implement it. In this majority, all the time, among those who voted for the implementation of this project at this location, there were representatives of New Serbian Democracy and DNP. Therefore, all those institutions that were involved in this process at the state and local level have assumed their obligations and duly carried them out, and I thank them for their truly professional relationship, regardless of the fact that they come from parties that were simultaneously creating a sense of aversion towards this ecological project among the citizens of the neighboring Municipality of Zeta," says Nišavić.

He also pointed out that as of January 1, a cubic meter of water is six cents cheaper than in 2025. He says that last year they worked on increasing the collection of receivables, increasing income from additional activities, but also on reducing operating costs.

"These activities led to the realization of a profit in 2025, after four years of operating at a loss. We planned to invest the realized profit in improving the existing neglected system, but unfortunately, the pricing methodology in accordance with the Law adopted eight years ago saw our efforts to increase revenues as an opportunity to reduce service prices, and therefore service prices will fall this year, meaning that water prices for the citizens of the capital and the neighboring municipality of Zeta will be lower next year. These are concrete results achieved through responsible, legal and professional work, where the contribution is measured by a higher quality and at the same time more favorable service to the citizens of these two local governments," said Nišavić.
