The Union of Municipalities of Montenegro (UMC) has prepared a Methodology for supervising the implementation of regulations at the local level in specific administrative areas and mapping corruption risks, thus establishing the first standardized framework for monitoring, evaluating and improving the work of local self-governments.
The ZOCG said that this strategic-operational document represents a key step towards a more modern, responsible and transparent local administration, in line with the country's development goals and good practices of European administrations.
"The methodology was developed in the implementation of the obligations from the Anti-Corruption Strategy and defines a unique approach to assessing the application of regulations in various areas of local governance, such as public procurement, finance, urban planning, personnel processes, asset management and work with citizens," the ZOCG said in a statement.
Thus, as they said, a mechanism is being introduced for the first time that enables comparability of processes and results between municipalities, with clearly defined phases of work and mandatory monitoring.
"The adoption of the methodology provides a solid foundation for the systemic development of local self-government. We are getting a model based on evidence, measurable indicators and transparent procedures, which will contribute to more efficient work and greater citizen trust in institutions," said the ZOCG.
They pointed out that the methodology includes six phases of work — from collecting documentation and mapping processes, through assessing the likelihood and impact of risks, to identifying control mechanisms, developing recommendations, and continuously monitoring implementation.
Such an approach, as stated by the ZOCG, allows local governments to monitor progress from year to year and plan development measures based on measurable results.
"This document does not serve to point out weaknesses, but to transform them into opportunities for improvement. The model strengthens professional standards, strengthens control functions and encourages better organization of work, which is in line with the reform commitments of the authorities and the expectations of citizens," the statement said.
It is announced that ZOCG will work on training for local self-government units in the coming period so that the methodology can be consistently applied in practice.
The statement states that annual reporting is also planned, which will enable monitoring trends, comparing results, and clear communication of achievements to citizens.
It is emphasized that this document represents the basis for the development of a culture of integrity in institutions, but also supports the professionalization of local staff and more rational management of resources.
This, as stated by the ZOCG, creates conditions for a modern local government that works predictably, responsibly and in the best interest of the community.
