Montenegrin municipalities spent significant budget funds on consultancy contracts in 2025. The highest individual monthly fees were recorded in Žabljak, where a consultant was hired for a year for 1.800 euros net per month, and in Zeta, where consultants were paid between 800 and 1.200 euros per month, while one company received as much as 67.000 euros for managing an EU project.
In Podgorica, 29.608 euros were spent on consulting contracts over 11 months, while Tivat, Ulcinj, Kotor and Kolašin hired multiple consultants for legal, infrastructure, IT and advisory services, often through multi-month contracts.
Municipalities like Zeta and Berane do not have sufficient capacity to manage and implement EU projects, so they hire external consultants for this type of work.
In some areas, such as Pljevlja and Cetinje, retired people are hired as consultants, and it is often the case that the contracts do not state the professional qualifications or profession of those hired.
At the same time, Šavnik, Tuzi, Andrijevica, Bijelo Polje and Plav stated that they did not conclude contracts for consulting services during that period.
The Municipality of Berane has concluded a contract for consulting services with "Local & Regional Funds Advisory" from Podgorica, through which it has engaged an executor to prepare and support the implementation of the application package for the cross-border cooperation program "Cross-border programme Bosnia and Herzegovina - Montenegro under the Instrument of Pre-accession Assistance (IPA III) 2021-2027".
