Podgorica Mayor Saša Mujović has decided to initiate disciplinary proceedings and a decision to suspend Vladislav Dajković until the completion of those proceedings, due to suspicion that he committed a serious breach of official duty.
The decision was made on January 12, 2026, based on Article 137 of the Law on Local Self-Government, in connection with Article 95, paragraph 1, item 1 of the Law on Civil Servants and State Employees, which defines failure to perform or negligent and negligent performance of official duties as a serious violation of official duty, the Capital City announced.
As stated in the decision, disciplinary proceedings were initiated due to suspicion that Dajković did not perform his official duties on December 31, 2025, during working hours, or that he performed his official duty negligently and negligently, by attending a protest rally organized against the construction of a capital project of the Capital City of Podgorica - the Wastewater Treatment Plant, at a location in the Botun settlement.
By the aforementioned actions, according to Mujović's decision, Dajković violated Article 4, paragraph 2 of the Code of Ethics for Elected Representatives and Officials in the Local Self-Government of the Capital City of Podgorica, thereby jeopardizing the interests and damaging the reputation of that local self-government.
The explanation of the decision states that there is material evidence in the form of photographs, videos and posts from social networks, which point to a reasonable suspicion that there has been a violation of official duty. "All allegations and evidence will be considered in disciplinary proceedings, which will be conducted by the Disciplinary Commission of the Government of Montenegro, in accordance with the law," the statement reads.
As stated, no appeal is allowed against this decision, while Dajković's disciplinary responsibility will be decided after the procedure has been completed, "with full respect for legal procedures and the right to a statement."
The decision was sent to Dajković and the government's Disciplinary Commission.
