Modern administrative and operational capacities are key to an efficient police response to complex security threats, said the Director of the Police Administration, Lazar Šćepanović, during a visit to the construction site of the administrative building of the Ministry of Internal Affairs (MUP) in Zagorič.
The Ministry of Interior announced that the construction site of the facility was visited by the relevant Minister Danilo Šaranović, Šćepanović, Acting Director General for International Cooperation and European Integration Tijana Šuković, Head of Mission of the International Organization for Migration (IOM) Vladimir Đorđijev, and representative of the European Union (EU) Delegation to Montenegro Marcelo Repići.
As stated by the department, the visit was organized to review the progress of the construction of the Central Activities Facility - the Administrative Facility of the Ministry of Internal Affairs.
They added that the construction of this facility is being implemented within the project "Individual Measure for Strengthening Integrated Border Management Capacities in Montenegro", which is funded by the EU and implemented by IOM.
"During the tour of the construction site, the delegation was introduced to the progress of the works so far, technical solutions and planned functionalities of the facility, which will represent a modern administrative and operational center of the Ministry of Internal Affairs," the statement said.
It is stated that the facility is particularly important for improving the work of the Border Police Sector and the future National Coordination Center, thereby strengthening Montenegro's capacities in the areas of security, border control and migration management, as well as future cooperation with Frontex and member states, after Montenegro's accession to the EU.
Šaranović said that such projects confirm the commitment of the Ministry of Internal Affairs, together with partners, through investments in infrastructure, to simultaneously strengthen institutional stability, professional standards and long-term security of the system.
"The new facility is not just an improvement in working conditions, but an investment in people, processes and the state's resilience to modern security challenges," said Šaranović.
He thanked the EU Delegation to Montenegro and the IOM for the continuous support they provide to the Ministry of Interior, both through this and many other projects.
Šćepanović emphasized that modern administrative and operational capacities are key to an efficient police response to complex security threats.
The statement states that the facility under construction will enable better internal coordination, improved analytical capacities, more efficient exchange of information, and better cooperation with international partners.
"As well as establishing full interoperability with state border security agencies and the coastal agency Frontex, as well as other law enforcement agencies, especially considering that the borders of Montenegro will also be the borders of the EU, all with the aim of contributing to collective security," the statement added.
It is stated that the construction of the new MUP facility represents an important infrastructural and reform step towards strengthening integrated border management in Montenegro, which, through the program "EU Support to Migration and Border Management in Montenegro", will contribute to further harmonization with the best European standards and practices.
"This program improves the institutional capacities of the Ministry of the Interior, but also establishes modern systems for state border surveillance and migrant registration, which will contribute to even better security for the state and its citizens," the department said.
Djordjev said that IOM is proud of its strong and strategic cooperation with the Ministry of Interior and the EU Delegation.
According to him, the construction of the facility is an extremely complex task that requires continuous cooperation and adaptability.
"The progress of the works so far has been possible solely thanks to the dedication and hard work of all involved partners, so we are pleased to expect the handover of the fully completed administrative facility to the Ministry of Internal Affairs in the third quarter of this year," said Đorđijev.
He added that IOM will continue to provide support in the future, especially in the area of improving border and migration management, which have a direct impact on the security and stability of the country, but also the region as a whole.
The Ministry of Interior said that significant progress was made in the implementation of the project last year, and about 60 percent of the total work has been completed so far.
As they stated, all masonry and reinforced concrete construction work has been completed, thus completing the building's structural integrity.
"The phase of intensive technical equipment is underway, including the execution of hydrotechnical, mechanical and electrical installations, while preparations for facade works are in the final phase," the statement said.
The works, as stated by the Ministry of Internal Affairs, are being carried out with a high level of security at the construction site and constant coordination of all involved partners and expert supervision, and the planned completion date for the facility is August 22nd.
