President of the Municipality of Žabljak Radoš Žugić He assessed that illegal stables no longer have a place in the urban core of the city and that their removal is a legal obligation of the local government.
The stables along the city bypass, not far from the center, are a mockery and disrupt the appearance and functionality of the city environment.
Žugić recalled that the Municipality tried to remove illegal structures back in June 2023, with the help of the Public Utilities Company's machinery and police assistance, but that attempt had an "unfavorable epilogue." The situation at that time, he added, was politically constructed, and there was, as he says, abuse of minors, which made removal impossible.
“Two years later, I still maintain that these buildings have no place on the bypass. Žabljak is expanding, it is no longer a bypass but a city street passing through an urban settlement, and these buildings must be removed,” Žugić said at the last session of the local parliament. He did not specify when this would happen.
He pointed out that there are 11 plots of land in that area owned by the Municipality of Žabljak, with a total area of about 550 square meters.
He said that the local administration proposed to the Secretariat for Spatial Planning, Environmental Protection and Housing and Communal Affairs to identify locations for the construction of stables on a cadastral plot near the Farm, through the Temporary Facilities Program for the period 2026-2030.
This decision was also adopted by the local parliament.
"This is a large state-owned plot, with the right of disposal of the Municipality of Žabljak, which can fully meet the needs of farmers," said Žugić, adding that the Municipality and the Public Utility Company are ready to provide all logistical and technical support, including mechanization and water supply, so that these people are not left "in the lurch" and that illegal structures are finally removed from the bypass.
Žugić also stated that the existing stables are in poor condition, and that the use of that location "goes beyond the bounds of good measure and good taste."
He particularly emphasized that there are requests for the legalization of illegally built structures on municipal land, which, according to him, must not be allowed.
"None of these buildings can be legalized. We are obliged to prevent such a situation. The institutions must finally show their strength, because the situation here is clear. The buildings are ripe for demolition and there is no legal basis to question the decision to remove them."
He also reminded us of the Decision on Communal Order, according to which keeping domestic animals is prohibited in the first zone.
