The new decision on financing sports, according to the Kolašin local government, will ensure the establishment of more transparent conditions, methods and procedures for allocating funds from the municipal budget, encouraging the development of sports, school sports, and promoting the participation of women, children and people with disabilities in sports activities.
The decision provides for the awarding of sports scholarships and annual awards to the most successful athletes of Kolašin. The key changes and objectives of the decision are the co-financing of programs of sports organizations.
The entire budget for sports will be divided into two parts: funds for co-financing the programs of sports organizations and additional funds (reserve for sports) for sports events and other activities. Additional funds will be allocated by the Mayor of the Municipality upon the proposal of the competent local government body for sports. Co-financing will be carried out through a public competition, announced by the competent local government body for sports.
The decision introduces clearer criteria for the distribution of funds, including the tradition of the clubs' existence, the size of their membership, the results achieved, the number of national team members, but also foresees the inclusion of children with developmental disabilities and persons with disabilities, as well as the percentage representation of women in sports.
In order to provide social recognition, annual awards are established for the most successful athlete, the most successful sports organization and the most successful coach of the year, with a cash prize.
The decision stipulates the obligation of sports organizations to submit annual reports on the use of funds, with the possibility of suspending further funding and returning funds spent for other purposes in the event of a breach of obligations.
The Secretariat for Social Affairs, General Administration and Personnel Affairs emphasizes that the new rules will enable a fair co-financing system, increase transparency, expand the circle of athletes who can receive scholarships and reward the best for their achieved results, thus creating sustainable and quality development of sports.
