Parking payment via SMS messages in Pljevlja will be completely abolished in 2026, as part of a comprehensive modernization of the parking system in that city.

This decision, as explained by the Parking Service, was made due to high fixed monthly costs and commissions per transaction, which makes the SMS payment model financially unsustainable in the long term. Additional reasons for the abolition of this payment method relate to the need for greater efficiency, transparency and alignment with modern European standards of digital utility services.

As a replacement for the previous system, a modern payment method has been implemented using the mobile application “GO2Park”, which allows users to pay for parking simply, quickly and securely using Visa, Mastercard and American Express cards. The application is available on the Google Play and App Store platforms, and during the transitional period, citizens will be able to use both SMS payment and the mobile application in parallel, in order to gradually adapt to the new system.

The Parking Service, which operates within the municipal company Čistoća, states that the introduction of the mobile application is part of a broader process of digitalizing the parking service, which includes a comprehensive software upgrade of existing parking meters during 2025 and 2026.

"The software upgrade was implemented in cooperation with the partner company "Penta Sistemi" from Croatia, which gave the parking meters new functionalities, including the ability to pay for open parking spaces. In this way, the parking payment system in Pljevlja was rounded off and aligned with modern European standards, taking into account accelerated technological development and the increasing number of foreign visitors," the company claims.

The plans for 2026 also envisage the renewal of the contract for the maintenance of the entire parking system, given that it is a sophisticated technical equipment that requires continuous upgrading and rapid troubleshooting. At the same time, it is planned to fully complete the functionality of the “smart” parking system, which will allow closed parking lots to function with minimal human involvement, while operational capacities in the field will be focused on more efficient coverage of open parking spaces, especially in the II parking zone.

One of the planned measures to improve the system is the installation of intercoms with the possibility of card payments at the exit from closed parking lots, as well as the establishment of direct communication between users and the operator on duty in case of problems.

During 2026, the company will continue to issue surcharge tickets to users who use parking spaces contrary to applicable regulations, and it is also planned to introduce a device for temporarily blocking vehicles (“handcuffs”) for users with a large number of outstanding obligations, after the adoption of amendments to the Law on Road Traffic Safety. By then, all technical and organizational conditions for the implementation of this measure will be prepared. Also, the forced collection of unpaid surcharge tickets through public enforcement agents is planned.

In addition to the existing 283 general and 68 special public parking lots, the company has made new parking lots available to users in Mila Peruničića Street with 35 parking spaces. The parking lot near the “Eko bajka” kindergarten in Voja Đenisijevića Street with 33 parking spaces is also in operation. The parking lot in Boljanićka Street behind the old knitwear building has also been introduced into the payment system. The parking lot has a total of 25 parking spaces. The parking lot in Skopljanska Street with a capacity of 8 parking spaces, and the parking lot in Omer Bega Bajrovića Street with 9 parking spaces have also been put into operation.

The plan for 2026 envisages the introduction of a new parking lot in Prijepoljska Street, which has 46 parking spaces, into the payment system.
