The Serbian National Council of Montenegro submitted a request to the Secretariat for Culture of the Capital City to relocate the memorial to Duke Mirko Petrović in Podgorica.
The explanation of the request states that the legal basis for adopting the request and program for the relocation of memorials stems from the proper application of positive domestic and international regulations.
The Serbian National Council's statement states that the provisions of the Law on Memorials of Montenegro stipulate that a memorial cannot be erected to a person who has played a negative role in the history of Montenegro or in the history of humanity.
"The negative role of Duke Mirko Petrović stems from his participation and leadership in the historical event, known as Pohara Kuča, which has elements of severe violence with mass murders of the civilian population, destruction of property and forced displacement," the statement said.
They add that the monument dedicated to Duke Mirko Petrović, erected opposite the monument to the representative of Kuče - Marko Miljanov Popović, "can be objectively perceived as inappropriate in relation to the historical, social and symbolic context, and carries with it a message that undermines social cohesion, hinders the reconciliation process and does not contribute to preserving the dignity of the victims."
It is stated that the request and the program for the relocation of the memorial to Duke Mirko Petrović were made known to the Mayor of the Capital City, Saša Mujović, and the President of the Capital City Assembly, Jelena Borovinić-Bojović.
