The legalization process, so far, could not be implemented in a quality and systematic manner, because there was no adequate legal framework that would enable its efficient implementation, said Mladen Đuričić, president of the Municipal Board of the Democratic Party of Socialists (DPS) Bar and member of the party's Presidency.
The issue of legalizing illegally constructed buildings is one of the most important and sensitive issues for a large number of our citizens, especially after the adoption of the Law on Legalization of Illegal Buildings in July last year and the satellite image of the terrain, he said.
The proposed amendments to the Law also provide for an extension of the deadline for registering illegally constructed structures for an additional six months, or until August of the current year, he said, giving citizens additional time to fulfill their legal obligations and participate in the legalization process.
"I want to believe that the extension of the deadline will be a motive for the administration of the Cadastre Administration to complete the current procedures for verifying the study as soon as possible," the statement reads.
As a responsible local government, according to him, their goal is to, within their jurisdiction, make this process as easy as possible for citizens, especially in the part related to the application of legal reliefs regarding urban rehabilitation fees. In accordance with the current legal solutions, they will propose to the Municipal Assembly a reduction in the fee for basic housing facilities in the maximum allowed percentage.
Also, in accordance with the law, it will propose the possibility of paying the fee in installments, which will further accommodate citizens and enable a realistic and sustainable way of settling obligations.
"In this way, the Municipality of Bar would fully implement all the benefits prescribed by the Law on the Legalization of Illegal Buildings, with the aim of making the legalization process fair, accessible and achievable for every citizen," said Đuričić.
He concluded that responsible policies are creating a basis for the planned development of the territory of the Bar municipality and solving a decades-old problem, but not at the expense of citizens, but with a clear understanding of their real economic situation and needs.
