The Government of Montenegro, through the Ministry of Public Works, is planning the construction of a new road that will connect the General Hospital in Pljevlja with the Ravni city cemetery, as well as the construction of a modern parking lot in the immediate vicinity of the cemetery.

According to the technical documentation, the planned length of the new road from the City Hospital to the parking lot at the Ravni cemetery is approximately 755 meters. The project also includes the reconstruction of a section of the existing road, approximately 50 meters long, on the branch that branches off towards the former Vektra factory, as well as the construction of a completely new section of road at that branch.

The existing traffic solution towards the cemetery was assessed as inadequate, as the road passes between private houses, with a very limited width. Widening the existing route would require the demolition of at least one residential building, which is why the project envisages a new solution.

The turnoff to the cemetery is planned later than the current ones, i.e. after the existing facilities, thus avoiding endangering them. These facilities are within the scope of the Moćevac DUP, while the new turnoff is positioned after the plan's boundary.

The roadway and sidewalks were designed outside the scope of the planning documentation, while part of the earthworks, primarily cuttings, will partially affect urban plots, but without endangering residential buildings.

Despite this, the cuts are very demanding on some profiles and reach depths of up to 15 meters. Further shifting of the route would further increase the scope of the works and call into question the sustainability of the technical solution.

For the first 260 meters, the road route passes through the area of ​​two detailed urban plans, DUP Mali logor and DUP Moćevac, where it represents the border between these two planning documents. The problem is their mutual inconsistency, as well as the inconsistency of certain annexes within the DUP Moćevac.

The Mali Logor DUP envisages a 6-meter-wide roadway with 2-meter-wide sidewalks on both sides, while the Moćevac DUP provides different data - from a 5- to 5,50-meter-wide roadway and sidewalks from one to 1,5 meters wide.

In order to avoid endangering existing houses and urban plots, a compromise solution was proposed, with the width of the roadway being 5,5 meters, the sidewalk 1,5 meters wide on the side of the Mali logor DUP and mostly one meter on the opposite side. This solution does not disrupt the urban plots or existing facilities, and a small part of the embankment entering the plots already exists and it is expected that the configuration of the terrain will certainly change when they are brought to their intended purpose.

From the point of turning towards the cemetery onwards, there are no valid lower-level plans. In that section, the width of the carriageway has been retained at 5,5 meters, while a 1,5-meter-wide sidewalk has been designed on the hill side, while on the ravine side, no sidewalk is planned, only a curb.

The project also includes the development and construction of a new parking lot with a total of 139 parking spaces. Section 1, which connects the parking lot with the existing city road, provides 58 standard parking spaces and eight spaces for people with reduced mobility, and Section 2, which provides an additional 73 parking spaces.
