The Police Directorate announced that in the case of Vesna Radojević, a journalist from Podgorica who reported in June last year that a helicopter had landed on her family estate in Plužine and that she felt threatened as a result, it acted legally and promptly in everything, taking all necessary measures and actions and informing the complainant, the media and the non-governmental sector.
They point out that further police action in this incident, in accordance with the law, is not possible, since the competent prosecutor stated that there are no elements of a criminal offense that is being prosecuted ex officio, and therefore there is no legal basis, in accordance with the Criminal Procedure Code, for further police action.
They reacted to an article published yesterday on a portal, but also to similar articles on the same topic, which, as they state, certain media outlets published in the previous period.

"The allegations made in the text, which refer to the Police Directorate, are completely untrue. The Police Directorate did not remain silent about the reported event, but rather took all legally prescribed measures and actions - the prosecutor was immediately informed of Vesna Radojević's report, who, after collecting all necessary information from the Police, assessed that there were no elements of a criminal offense that would be prosecuted ex officio, and therefore no basis for further police action. All those who were interested in the event were informed about all of the above by the Police Directorate, including Ms. Radojević, the media and the non-governmental sector," the statement reads.
"Namely, on June 14, 2025, Vesna Radojević, residing in Podgorica, approached the official premises of the Nikšić Security Department and filed a report that an aircraft - helicopter had landed on her family property located in Gornja Brezna, Municipality of Plužine, on June 10, 2025, at around 12:30 p.m., which made her feel threatened since she works as a journalist and suspects that it was a threat. Information on the circumstances in question was collected from the named person for the minutes of the information collected from the citizen. The state prosecutor at the Basic State Prosecutor's Office in Nikšić was informed of the above on the same day, who ordered the police officers of the Nikšić Security Department to take the necessary measures and actions in order to clarify the circumstances of the incident in question, after which he announced that he would declare his legal qualification upon completion of these measures and actions," the police added.
They say that the Nikšić police, while undertaking activities to establish the facts, wrote to the Civil Aviation Agency, in order to obtain information on whether there was an aircraft landing in the village of Gornja Brezna, at the specified time, from which they received a response that "the only aircraft that took off before the specified time and landed after it was a helicopter of the Army of Montenegro."
"Upon receiving the above information, the Police Directorate wrote to the Ministry of Defense of Montenegro in order to obtain the necessary data. In the letter from the Ministry of Defense, we were informed that on June 10, 2025, from 11:30 a.m. to 1:30 p.m., a training flight of a helicopter of the Army of Montenegro was carried out, and that the landings of the crew of this flight, consisting of a captain and lieutenant of the Army of Montenegro, were in the places of Konjsko, Brezna and Krnja Jela, on which occasion the daily flight training plan for June 10, 2025 was also submitted. We were not informed in the letter that there were other crew members on this flight, namely the letter stated that the crew consisted of the two specified persons," the police said.
They said that, after the official measures and actions taken, the acting state prosecutor at the Basic State Prosecutor's Office in Nikšić was informed about everything, and he stated that the aforementioned incident did not contain the elements of a criminal offense whose prosecution was being undertaken ex officio.
They note that the Nikšić police informed Vesna Radojević several times, by phone and email, about all the measures and actions taken in this incident, as well as the prosecutor's statement.
"Furthermore, although the officers of the Nikšić Security Department had been in continuous contact with Ms. Radojević, and considering that the named person had repeatedly appeared in the media after that, claiming that the Police had not taken any action upon her report and that she was not aware of the measures and actions taken, which the Police had constantly informed her about by phone and email, on January 14, 2026, an authorized police officer of the Nikšić Security Department called Ms. Radojević by phone to come to the premises of this Department, so that the police officers could inform her, in direct contact as the person reporting the incident, about the actions taken in relation to her report from June 14, 2025. She first responded to the call that she accepted and stated that she would come to the premises of the Nikšić Security Department in the next two days, with a specified time, and then changed her mind the next day and sent the police officer who contacted her a message that she would not come after all," the police point out.
"Given that the police officers informed Ms. Radojević several times, by telephone and by email, about everything they had taken, and considering that she did not come to the official premises of the Nikšić Security Department to inform her in direct contact, in her capacity as the applicant, about the above, as well as the decision of the competent prosecutor's office that the actions of the reported persons did not contain elements of a criminal offense, on January 20, 2026, the Regional Security Center 'West' - Nikšić Security Department sent Vesna Radojević a written letter, 49/2 number 233/26-384, describing all the measures and actions taken by the police officers, as well as the aforementioned decision of the acting prosecutor. Also, the same letter stated that the named person was informed several times about the measures and actions taken in the previous period, both by telephone and in responses via email, of which there is evidence in the case files," the police added.
They also said that the Ministry of Internal Affairs, in addition, acting on requests for free access to information submitted by the NGO MANS, provided that NGO with a complete copy of the case file number UBD 725/2025, more precisely copies of complete documentation and minutes of all actions and activities undertaken, including inquiries and responses from other institutions.
They point out that the Police Department also responded to media interest in the aforementioned event.
"Therefore, the Police Directorate acted lawfully and in a timely manner, taking all necessary measures and actions and informing the complainant, the media and NGOs about all of the above. Further action by the Police in this incident, in accordance with the law, is not possible since the competent prosecutor stated that there are no elements of a criminal offense that is being prosecuted ex officio, and therefore there is no legal basis, in accordance with the Criminal Procedure Code, for further police action," the statement reads.
